REGISTERED ENVIRONMENTAL HEALTH SPECIALIST 1

Employment Status: Full-Time

FLSA Status: Exempt

Reports to: Director of Environmental 


Position Summary:

Working under the direction of experienced Public Health Sanitarians performs entrance level evaluation and analysis work in learning to apply their training and/or education in the identification of environmental hazards, solving environmental problems, assessing health risks and enforcing the laws and rules of the State and local Board of Health pertaining to environmental health; Assigned environmental duties characterized by routine inspection and follow up on compliance notices where a lesser impact on public health will occur from action taken.

· Contribute to creation and completion of specific performance objectives in personal work plan which links to the ZMCHD strategic plan.

· Conduct on-site inspections of food service operations, vending machines sites, schools, cafeterias, swimming pools and spas for health and safety issues and/or concerns

· Evaluate lay outs for sewage disposal systems for new constructions or existing homes

· Inspect sewage system installations to determine compliance with acceptable practice

· Issue, approve or disapprove water system permits

· Inspect water well construction for compliance with regulations

· Obtain water samples for laboratory testing

· Certify existing water wells and sewage systems prior to real estate transfers

· Conduct animal bite investigations and inspections

· Prepare specimens for Ohio Department of Health rabies laboratory

· Enforce state laws regarding quarantine and vaccination requirements

· Investigate local nuisance and solid waste complaints

· Communicate with environmental, commercial and private organizations regarding environmental health issues

· Communicate with general public and industry to explain agency rules and procedures, aid applicants in the process of applying for public health permits, and provide technical assistance in preparation of reports for issuance of permit

· Conduct environmental programs including mosquito control and summer food program

· Prepare reports for court action

· Prepare inspection reports and other correspondence for distribution

· Help in the promotional efforts for ZMCHD programs and activities, both internal and external. This includes attending health fairs and special events, preparing displays for events, developing educational materials and working with the ZMCHD PIO and media.

· Support and participate in quality improvement activities.

· Adhere to ZMCHD policies and procedures. Practices dependable attendance habits.

· Represent the department and agency favorably to the public. Adheres to the adopted ZMCHD customer service standards.

· Ensure compliance with standards, laws, and regulations as promulgated by regulatory agencies such as OSHA, Federal and State government.

· Ensure compliance and works toward the mission of ZMCHD.

· Maintain and improve knowledge and skills through participation in meetings, trainings, seminars, and in-service trainings.

· Additional duties as assigned or requested.

Qualifications: An appropriate combination of education, training, course work and experience may qualify an applicant to demonstrate required knowledge, skills, and abilities. An example of an acceptable qualification is:

· Bachelor’s Degree in Environmental Science, Public Health, or other related field of study as approved by the credentialing board of sanitarian registration

· Sanitarian-In-Training Registration

· Must have excellent communication skills, both oral and written, as well as strong interpersonal skills to develop and maintain working relationships with regulated entities and the public

· Working knowledge of computers and comfort with technology required

· Preferred experience in interpreting code, report writing, and public speaking

· Valid driver’s license with access to reliable transportation

· Non-tobacco user

· Frequently sits for extended periods of time and often stands and walks.

· Regularly exhibits manual dexterity when working on the computer, typing, entering data and performing other related tasks.

· Regularly talks and hears when working with staff or the general public in person or on the telephone.

· Vision demands include close, relatively detailed vision, with the ability to adjust focus when typing or reading a computer screen, and ability to distinguish colors in color coded records.

· Occasionally lifts and carries up to 25 pounds for short distances.

· May need to drive a motor vehicle to various locations locally and occasionally within the State.


Work Environment:

· General office setting in the health department facility.

· Exposure to all types of weather conditions and road hazards.
