JOB SUMMARY:

Under general supervision, coordinates and administers early learning programs, training, and business operations for Early Learning Academies. Monitors compliance with regulatory agencies.

  • Regular attendance at Employer's place of business and/or during particular hours, as assigned, is an essential function of this position. Employee must comply with and follow YWCA’s attendance policy at all times, unless a reasonable accommodation is requested and granted, as required by law.

  • Hires, supervises, evaluates, counsels and terminates assigned Is committed to working as a member of the Early Learning Academy Leadership Team to assist the ELA Administrator in accomplishing goals and results.

  • Assures that objectives set by Administrator are achieved.

  • Assists Administrator in researching, writing and submitting proposals to attain necessary program funding.

  • Assists in development of and ensures implementation of bilingual, bicultural curriculum that provides emotional, social, intellectual and physical growth of the children.

  • Makes recommendations to enhance early learning programs, operations, curriculum, staffing patterns, professional development, and ensures implementation of approved revisions.

  • Assumes decision making authority for assigned Early Learning Academy Programs in the absence of the Administrator.

  • Works in partnership with the Administrator to visit and monitor sites regularly. Reviews site operations, reports and consults with the Administrator for recommended training, and provides training/development based on findings.

  • Trains staff members on licensing Minimum Standards, USDA and other contract requirements, and YWCA policies and procedure. Assists in developing and implementing divisional training programs.

  • Performs duties of assigned direct reports as needed to ensure quality, safety, compliance, development, or integrity of program.

  • Reviews and reports on financial performance monthly, recommending corrective action if needed.

  • Oversees purchasing and resource management for early learning centers. Facilitates sharing of resources throughout the Division.

  • Monitors all food purchases and supplies for the early learning center kitchens, ensuring proper charges, inventory receiving, documentation by center staff and notes discrepancies assuring adequate corrective action.

  • Monitors record keeping and inspection dates to ensure compliance with Texas Department of Family and Protective Services (DFPS) standards and other appropriate government laws, regulations, and contractual agreements.

  • Assists the division in all phases of development of new early learning programs and sites including but not limited to, initial construction consultation, meeting licensing requirements, preparing budgets and participating in community outreach.

  • Participates in information gathering, investigation, and resolution of participant or parent incidents in coordination with directors, Human Resource Administrator, and/or ELA Administrator.

  • Serves as liaison and ensures compliance with contracts, grantors and/or assigned collaborators as delegated by the ELA Administrator.

  • Reviews and approves payroll records for assigned departments.

  • Prescreens qualified candidates for hire, forwards them to ELA Directors, and assures a level of staffing appropriate to the average daily attendance.

JOB QUALIFICATIONS:

  • Bachelor’s degree in education, Early Childhood Education, Child Development or related field required. College credits in business management, accounting or finance required. A combination of comparable experience, skills, training, and accomplishments may be substituted.

  • Five (5) years supervisory experience in a licensed childcare programs or related equivalent program, supervising of employees required.

  • Must be at least 21 years of age.

  • Extensive knowledge of regulations and policies related to childcare required.

  • Knowledge of math and budget responsibility.

  • Must have analytical ability and be detailed oriented.

  • Must be able to work other than regular scheduled hours.

  • Must be able to establish and maintain a positive community image.

  • Must be able to cope with and resolve emergencies.

  • Must be well organized and be able to handle multiple priorities.

  • Excellent verbal and written communication skills, as well as listening skills, required.

  • Excellent interpersonal skills required, with ability to interact at all levels.

  • Must be able to work under pressure with constant interruptions.

  • Must be able to work independently and autonomously.

  • Must be able to make sound judgments and possess strong conflict resolution skills.

  • Bilingual capabilities in English/Spanish preferred.

  • Must be proficient in operating a personal computer and the use of MS Office software.

  • Must have access to vehicle and possess valid driver's license and sufficient liability insurance.

  • Must acquire CPR, First Aid/SIDS, DFPS background check, FBI fingerprint and food management certifications prior to start of employment. Must maintain these certifications throughout employment.

  • If you have lived out of state in the past five years you are required to submit for criminal history and child abuse/neglect check for the different states, you have resided in.
