The Early Head Start Education and Child Development Manager supports the implementation and oversight of the education component of the Early Head Start program. This position ensures that program services align with the Head Start Program Performance Standards and applicable state and local childcare regulations. The role provides leadership, training, and technical assistance to teaching staff and partner childcare sites to ensure high-quality early learning environments for infants and toddlers. This position helps maintain program quality, strengthen partnerships, and promote continuous improvement across the Early Head Start program.
Key Responsibilities:
- Oversee the Early Head Start education component in compliance with Office of Head Start requirements and applicable regulations.
- Assist in developing program policies, procedures, and program content to ensure compliance with local, state, and federal regulations.
- Develop lesson planning structures consistent with grant requirements and program expectations.
- Develop and evaluate school readiness goals using ongoing assessment data.
- Establish education goals, objectives, and outcomes as required by the grant.
- Orient and train new teaching staff on curriculum, assessment systems, and program policies.
- Develop and implement a Practice-Based Coaching system to support effective teaching practices and positive child outcomes.
- Conduct regular classroom visits to monitor quality and provide guidance.
- Monitor implementation of the agency’s designated curriculum and child development services.
- Meet with partner site leadership to review compliance measures and provide support.
- Assist childcare partner site directors in developing professional development plans for teaching staff.
- Provide training and technical assistance based on ongoing monitoring and assessment findings.
- Coordinate monthly meetings with mental health consultants, disability coordinators, and other service providers to support comprehensive services.
- Assist in the development and implementation of the program’s ongoing monitoring plan.
- Update education and curriculum policies and procedures annually.
- Participate in the program’s annual self-assessment process.
- Prepare and submit reports to the Early Head Start Director, including program and child outcome data.
- Report incidents or compliance concerns in accordance with federal, state, and local regulations.
- Identify areas of non-compliance and provide support and corrective guidance.
- Build and maintain partnerships with community agencies and service providers.
- Promote awareness of the Early Head Start program within the community.
- Actively engage in ongoing professional development.
- Support teamwork, communication, and collaborative problem solving among staff.
Qualifications:
- Bachelor’s degree in Early Childhood Education, Child Development or a closely related field required.
- Minimum three (3) years of experience in an early childhood education setting.
- Knowledge of Head Start Program Performance Standards, Ohio Department of Job and Family Services (ODJFS) Child Care Licensing Rules and Step Up to Quality preferred.
- Ability to establish respectful, collaborative relationships with staff, parents, service providers, and community partners.
- Strong verbal and written communication skills. Strong organizational, problem-solving, and time-management abilities.
- Ability to utilize data for program planning, monitoring, and continuous improvement.
- Proficiency with Microsoft Office and basic office technology.
- Valid driver’s license, reliable transportation, and proof of automobile insurance required.
- Successful completion of: BCI and FBI background checks, physical exam and TB test, pre-employment drug screening, first aid and CPR certification, child abuse and communicable disease training.
Physical Requirements:
- Frequent standing, walking, reaching, bending, sitting on floor, and stair climbing.
- Ability to lift and carry up to 50 pounds.
- Ability to actively supervise infants and toddlers in classroom and outdoor environments.
