Job Summary

This position is advertised from the minimum to the mid-point hourly rate. Salary will be determined based on education and experience at the time of offer.

NATURE OF WORK

Under general supervision, coordinates the implementation of housing rehabilitation and other grant-funded programs; assists the Grants Administrator with the administration of grant-funded programs, preparation of grant applications, and implementation of grant awards; this position has department specific responsibility.

Nature of Work

(Illustrative Only) Provides information and technical assistance to homeowners regarding the housing rehabilitation program eligibility requirements and application procedures; prepares and processes applications, loan documents, and other required project documentation; coordinates contractor procurement and monitors housing rehabilitation projects; coordinates and maintains communication among homeowners, contractors, consultants; county departments, funding agencies, and other stakeholders to facilitate project implementation; prepares and submits required reports and maintains grant records to ensure compliance with requirements for grant reporting; process invoices, post expenditures, reconcile project accounts, and track grant budgets and expenditures; collects and tracks project expenditures and prepares reimbursement requests from Grantors; organizes and reviews project files and supporting documentation for completeness, accuracy, and compliance with grant requirements; assists with the preparation of grant applications and the implementation, administration, monitoring, and closeout of grant-funded projects; assists with public hearings and community meetings, public outreach events, and the development of informational materials to promote grant programs; assists Grants Administrator and grant subrecipients with grant project implementation; maintains high standards of confidentiality; regular and reliable attendance is required; performs other duties as assigned.

Experience and Education

Associate’s degree in business administration, public administration or grants administration; AND three years of experience in government funded programs or administrative budget development; OR an equivalent combination of education and experience; must possess and maintain a valid Arizona driver’s license; requires successful completion of a background check. Preferred Qualifications: Bilingual (English/Spanish) preferred.

Knowledge, Skills And Abilities

Knowledge of: Yuma County policies and procedures; residential housing rehabilitation standards; current residential building codes, construction practices, and permitting processes; Federal, state, local grant regulations, compliance requirements, and record keeping standards; and County grant regulations, procedures, and accountability standards; the principles of grant fund accounting, contracts, procurement, and records management; grant application research and opportunities; office computer hardware and software applications.

Skill in: Preparing reports, correspondence, and other presentations for internal and external audiences; assessing community needs and resources and researching solutions; establishing and maintaining effective working relationships with County staff, contractors, funding agencies and community organizations; maintaining detailed records, organizing complex project documentation, and managing multiple tasks and projects while meeting regulatory deadlines.

Ability to: Review title reports and identify ownership issues requiring resolution; interpret and apply grant regulations, policies, and procedures; work with individuals from diverse social and economic backgrounds; communicate effectively verbally and in writing; work in varying extreme weather conditions while conducting field inspections and site visits; follow written and verbal instructions; use modern office equipment and computers; lift up to fifty pounds; perform the essential functions of the position with or without a reasonable accommodation.

Work Environment

The usual and customary methods of performing the job’s functions require the following physical demands: occasional lifting, carrying, pushing, and pulling; some stooping, kneeling, crouching, and crawling; and significant fine finger dexterity; generally, the job requires 40% sitting, 30% walking, and 30% standing; working at a computer monitor for extended periods and regular travel to construction sites and project locations; field work may require walking on uneven terrain, entering residential construction sites, and working outdoors in varying weather conditions, including prolonged exposure to high temperatures and direct sunlight.

Medical Coverage Category

The YCEBT is a self-funded medical plan administered by BlueCross BlueShield of Arizona (BCBSAZ). The employee is able to select from two (2) medical plan options with six (6) tiers that will best suit the employee's needs, dependents or families.

Plan Option 1: Preferred Provider Option A (PPO) or PPO A 1100 deductible. Employees who participate in the "Wellness Incentive" will receive a $30 monthly premium reduction by completing a preventative visit.

Plan Option 2: High Deductible High Plan - Health Savings Account (HDHP-HSA) with a 1700 deductible. Employees who participate in the “Wellness Incentive” will receive a $30 monthly premium reduction by completing a preventative visit.

Employer contributes a total of $800.04 to employees Health Savings Account. If employees select Employee only and participate in the “Wellness Incentive” employees can receive up to 360.00 contribution to a Limited Purpose FSA card to be used for medical or dental purposes.

International Medical Solutions (IMS): IMS is available to employees who are enrolled in YCEBT Medical PPO Plan A and HDHP. Members enrolled in the PPO plan can pay as little as $5 copay for doctor visits & prescription drug services, with no maximum cap. High Deductible Health Plan (HDHP) pay toward their deductible until is met. After the deductible is satisfied, the plan will pay 80% of the services covered, and the member will be responsible for the remaining 20% coinsurance.
