This position is advertised from the minimum to the mid-point hourly rate. Salary will be determined based on education and experience at the time of offer.
NATURE OF WORK
Under general supervision, performs work of moderate difficulty in employee recruitment, classification, compensation activities, and agency needs assessment; this position has county wide responsibility.
(Illustrative Only) Designs and maintains various record-keeping systems and prepares technical reports; compiles, researches, and analyzes data for personnel-related matters and special projects; responsible for New Hire onboarding, employment verification, scheduling, and preparation of ID Cards; scans and archives documents into the Electronic Document Management System (EDMS); enters, updates, and maintains human resources data in enterprise resources planning (ERP) software system; develops and maintains filing, cross-reference, and tracking systems; responsible for reviewing and screening employment applications daily; responds to applicant inquiries regarding the recruitment/hiring process and/or application status; makes copies, prints, collates, scan documents and routes the completed documents as directed; provides backup to the front office when needed; responsible for updating the weekly job listing; conducts background checks, educational verifications, pre-employment, random drug/alcohol testing; coordinates recruitment activities for Yuma County departments/offices; research existing applicant files for qualifying candidates; manages the recruitment/hiring process from posting announcements to closing requisitions; responds to internal and external recruitment inquiries; assists with writing and revising job descriptions; assists with preparing, submitting, and monitoring relocation and interview reimbursement requests; attends job fairs and other recruitment activities in the community; ensures compliance with all applicable employment laws and regulations; regular and reliable attendance is required; performs other duties as assigned.
Associates Degree in Marketing, Communications, Business or equivalent field; and three years of experience in human resources including one year of experience in recruitment OR an equivalent combination of education and experience. Required successful completion of a background check.
Knowledge of: County personnel rules and regulations; general office practices and procedures; principles and practices of public sector recruitment and employment practices; employee actions such as changes in employment and hiring; state and federal labor laws and regulations; recruitment methods and techniques; computer software as it pertains to creating tables, graphs, and spreadsheets
Skill in: Using computer software, computers, and other office machines; analyzing problems and situations to identify appropriate solutions; planning and organizing work effectively and efficiently; researching information regarding employees and employment material; composing correspondence and reports; maintaining confidentiality of confidential material; maintaining effective working relationships with employees, other agencies and the public; oral and written communication
Ability to: Read, to write and synthesize data and reports; use modern office equipment and computers; communicate effectively verbally and written; research and write detailed reports; effectively respond to phone calls, emails, inquiries in a timely manner; plan, prioritize, manage, and respond to multiple assignments in a fast paced environment; effectively respond to phone calls, emails and complaints in a timely manner; lift up to 5 – 30 lbs.; perform the essential functions of the job specifications with or without a reasonable accommodation.
