The Yukon-Kuskokwim Health Corporation is a Tribal health care organization, serving nearly 30,000 people living across rural, southwest Alaska in villages with populations from about 10 to more than 1,000. Bethel, the regional hub and location of the only hospital in the region, has a population of nearly 7,000. Position Summary:
Provides administrative responsibility and authority for Yukon-Kuskokwim Health Corporation's Developmentally Disabilities services accordance to YKHC’s mission, vision, values and five Napartet pillars: Patient Centered Services, Community and Partner Satisfaction, Financial Viability, Alaska Native Staff Development and Employee Focus. Provides day-to-day management of the Developmental Disabilities programs, ensures coordination with other services, and ensures alignment with corporate mission and strategic plan.
Work as an integrated member of the Senior and Disabilities team. Responsible for the operations of the Developmental Disabilities and ensures its coordination with other components.
Scope of Authority
The Developmental Disabilities Services Director is responsible and accountable for the operations of the following programs and services: STAR program, Community Developmental Disabilities Grant, Waiver Services, Family Habilitation, Group Home, Learning Center, and other programs that may be developed in this department. The Developmental Disabilities Services Director supervises the daily operations of these programs.
Department/Program Development
The Developmental Disabilities Services Director is responsible for the systematic development, alignment and deployment of goals, objectives, initiatives and action plans for department and programs. The Director is also responsible for ensuring that the goals, objectives, initiative and action plans are aligned with the corporate strategic plan, and aligned with other department and programs within the Yukon-Kuskokwim Health Corporation.
Finance
The Developmental Disabilities Services Director is responsible for the completion and maintenance of annual operating and capital budgets for the Home Care department and programs, including projecting volume, revenue and expenses.
Compliance
The Developmental Disabilities Services Director is responsible and accountable for deployment and compliance with corporate policies and procedures, applicable local, state and federal regulations, grant/funding conditions and accrediting bodies, including the Joint Commission of Accreditation of Health Care Organizations (JCAHO).
Ensures departments and programs under supervision actively participate in Performance Improvement activities as described in Corporate Performance Improvement Plan including,
- Planning, including design of processes, selection of measures, and deployment of requirements,
- Execution of plans,
- Assessment of progress and capturing of new knowledge,
- Revision of plans based on assessment findings, learning, new inputs and new requirements.
Human Resource Management
The Developmental Disabilities Director is responsible for ensuring that employees under his/her supervision are competent to complete job duties by development of systematic selection requirements, and systematic evaluation of employee performance and competence, including customer contact requirements, customer satisfaction and ability to work with others.
The Developmental Disabilities Services Director is responsible for systematic development and deployment of outcome measures, process measure and financial measures.
May represents Yukon-Kuskokwim Health Corporation in regional and statewide committees and task forces.
The Developmental Disabilities Services Director is a voting member of the Senior and Disabilities Team.
Position Qualifications:
- Bachelor’s Degree in business or, health related field.
- Masters Degree preferred. Years of experience can be substituted for degree.
- 3years progressive experience in Health Care management, including supervision of staff, financial management, grant management and program development. Experience working in cross-cultural environment and working knowledge of rural health issues. Experience needed in Developmental Disabilities and Medicaid Waiver System desired
- Current licensure as professionally deemed by health field experience.
- Computer literate.
- Knowledge of Medicaid regulations and Joint Commission for Accreditation of Health Care Organizations. Knowledgeable of Developmental Disabilities and Medicaid Waivers.
- Responsible for the supervision of over 200 employees and contractors.
