Community Outreach Specialist

Classification: Part Time or Full Time, Hourly

Reports To: Youth Impact Center Coordinator

Pay Rate: $22 - $28 per hour DOE

Location: Hollister, CA

Summary

Under the general supervision of the Program Coordinator, the Community Outreach Specialist will support a comprehensive positive youth development program for school-age and transition-age youth. As COS, this individual will assist in coordinating the development and implementation of an in-school or out-of-school youth program that promotes youth leadership development, health and wellness, positive relationships, and educational and economic success. Using a relationship-based outreach model within a framework of social justice youth development, culturally responsive family and personal healing, and social equity, the COS will engage, empower, and coalesce resources. The COS will be responsible for providing youth leadership and prevention activities in and out of school, facilitating support groups and restorative justice circles, street youth outreach, assisting clients and their families by connecting or creating services, including but not limited to intensive contact with youth as needed, referrals to other programs/agencies, outreach events, and coordinating community education and cultural celebrations, youth-led organizing, and media promotion.

TYPICAL RESPONSIBILITIES AND DUTIES:

Designs and implements a comprehensive positive youth development program for underserved, high promise or at-promise youth and their families.

Provides supervision, protection, and care of children and youth individually and in groups at all times. Sets agreements with youth for expected behavior.

Works with youth leaders to create and implement educational outreach and prevention activities to develop youth leaders and advocate for social justice issues using technology, media/social media, art, performance art, events, campaigns, etc.

Conducts screening and intake as needed to determine youth-directed needs and goals of the participant to promote agency and self-determination.

Foster relationships among local schools, universities, businesses and other youth to enhance the development of youth clubs and leadership/empowerment programs.

Implement planning and project management processes to ensure the effective coordination of the programs and resources of pro-social, educational, and youth leadership development opportunities.

Collaborates with youth services and after-school management teams to ensure the effective coordination of program schedules and related events for youth and families.

Maintains collaborative relationships with appropriate community organizations.

Assesses and identifies client needs, resources, and referrals to professional services.

Serves as primary contact for assigned youth and works directly with other youth intervention specialists.

Provides educational and support services to clients and families in individual and group settings.

Completes client records and other required documentation in accordance with program and agency regulations, payer and regulatory requirements.

Provides mentoring, advocacy, crisis intervention and referral services for assigned clients.

Attends team meetings and training as required. Assist with funds development for educational programs and youth programs.

Performs first aid in emergency situations.

Provides transportation in personal or agency vehicles, including but not limited to the transportation of clients and or program supplies.

Available to work evenings weekly and weekends as determined by youth and community needs.

Attendance management. Keeping accurate daily, weekly and monthly attendance records, for students and staff. Maintaining and managing enrollment of students identified by School Site.

Conducting assessment of student progress in accordance with positive youth development and evidence based practices for that particular population, intervention, or program.

Collaborate with other organizations in the community to deliver professional workshops

Advocate for parents and students rights and give them the proper tools and resources to obtain them.

Meet with interns, case manager, therapist with regards to what is occurring on site.

Engage families or guardians to support youth success.

Works collaboratively with other case managers in alignment with YA’s case management services through Enhanced Care Management (ECM) and Community Supports Medi-Cal billing model.

Ensure timely and accurate completion of case records, documentation, and billing requirements consistent with Medi-Cal (ECM/CS), regulatory, and funder standards.

Support and represent YA within the San Benito County Solidarity Network, including volunteer engagement, coalition meetings, community alerts, and legal observer mobilization and work with any designated staff or community volunteers to execute priorities.

Develop and facilitate relevant workshops and family preparedness trainings, and advocacy campaigns for immigrant youth and families (Know Your Rights, Child Safety Plans, Legal Observer Trainings, etc.)

Serve as a liaison and/or coalesce staffing/resources between community stakeholders, legal partners, and countywide networks to ensure aligned, timely responses to enforcement actions.

MINIMUM QUALIFICATIONS:

Education and Experience: BA degree or equivalent and/or three years of leadership and management experience in a youth services, family support or K-12 educational setting.

License: A valid California driver’s license, current car insurance and a good driving record as documented by a DMV report. Driving youth & clients may be required for this position.

KNOWLEDGE & SKILLS:

Relationship management skills, tact and diplomacy

Experience in fostering a team approach to youth development and creating collaboration among partner organizations in youth development

Ability to articulate a vision about preparing youth for the future—from social, economic, cultural and personal perspectives—to partners, funders and the community

Highly positive and enthusiastic style capable of motivating others

Skills and energies to build a team and lead effective staff and youth development and training using restorative practices

Basic understanding of treatment and general knowledge of community resources

Exercise good judgment and act calmly in emergency situations

Implement, monitor and support developmental growth and the recovery processes

Ability to work effectively with people, including persons differing in value systems, LGBTQ2S, ethnicity, cultural backgrounds, language capabilities and disabilities

Ability to work within a program structure

Adept at working with technology and media including basic ability to work with Microsoft Office

Knowledge of the needs of the target population. Spanish

Bilingual/Bicultural preferred.

LICENSE/REQUIREMENTS:

Reliable transportation with valid California driver’s license, current insurance, and clean DMV record. Driving youth & clients may be required for this position.

Ability to obtain CPR/First Aid certification and mandated reporter training.

Ability to pass DOJ/FBI background check and TB test.

WORK ENVIRONMENT & PHYSICAL DEMANDS:

Standing, Walking, Pinching and Finger Flexion, and Visual/Auditory Acuity are required constantly (over 2/3 of the workday)

Lifting up to 25 pounds, carrying, pushing, pulling, bending, stooping, crouching, kneeling, twisting and sitting are required occasionally (under 1/3 of the workday)

Balancing, Climbing and Crawling are generally not required.

This position requires flexible hours as some meetings and program activities may occur outside of normal office hours, on weekends, and in various locations within and outside the County.
