GENERAL FUNCTION: The Child Care Licensing Support Director is responsible for overall coordination, monitoring and oversite of regulatory aspects of child care programming. The positions provide support and expertise to the Child Care Program Directors and Coordinators in all licensing and compliance matters working with the leadership team to reach established department goals and maintain high-quality programs. In addition, the Licensing Support Director participates in recruitment, hiring, on-boarding and training child care team members. Areas of responsibility include KDHE Compliance, Association Conditions of Employment, School Age Program staff file tracking, KDHE background check and fingerprint processing.

 

MINIMUM ENTRY REQUIREMENTS

Education/Experience Requirements:

  1. Bachelor’s Degree preferred; HS Diploma required.
  2. Experience working with youth, youth serving organizations and/or regulatory agencies
  3. Administrative experience in licensed child care and proven success in compliance.
  4. Experience with KDHE regulations preferred.
  5. Minimum 6 months of management and supervisory experience required.

Job Requirements:

  1. Commitment to the YMCA mission, vision, and values.
  2. Must complete Pediatric CPR, AED and First Aid in accordance with Conditions of Employment
  3. Ability to lead and direct a team to reach organizational goals.
  4. Maintain positive open communication with all YMCA Branches, off-site programs, other community partners.
  5. Ability to effectively supervise and motivate staff, both direct reports and front-line staff, in multiple programs across the YMCA service delivery area.
  6. Ability to interpret, implement and enforce all YMCA standards and KDHE regulations.
  7. Understand and abide by policies and procedures set forth by the association and gain trust and buy in from staff teams.
  8. Work on a schedule that reflects the needs of the branch, including adjusting regular hours to accommodate site inspections and coaching staff, and some evenings and weekends required for staff training and team meetings.
  9. Seek-out opportunities for growth, innovations in service delivery, program offerings and fund development opportunities.

 

JOB RESPONSIBILITIES:

 

Staff Development:

  1. Promote a participant-focused culture among staff based on relationship building, active listening and service above self.
  2. Provide support and resources for on-boarding, coaching and training staff to understand and maintain compliance with KDHE regulations.
  3. Maintain current knowledge of all applicable KDHE regulations and other relevant licensing city or state ordinances that impact operations; take initiative to share and update the leadership team when warranted
  4. Monitor updates and emerging trends, issue, challenges and innovations in the industry and provide regular communication to the leadership team.
  5. Provide regular written feedback to directors regarding compliance and quality improvement plans
  6. Provide support in recruiting, hiring and training new staff.

 

Program Operations:

1.      Facilitate program audits specific to KDHE regulatory compliance annually in preparation for renewal visits and as needed for quality assurance.

2.      Develop and maintain contacts with community partners to promote further opportunities and branch priorities.

3.      Maintain all KDHE licensing documents including OST staff files.

4.      Complete and submit annual renewals 45 days prior to license expiration, support current programs to complete and submit new applications, waivers, exceptions and amendment as assigned

5.      Manage and direct the branch systems, tracking and compliance for KDHE required background checks, fingerprints, and program staff affiliates by location as required by regulations and state statute

6.      Support aspects of current initiates and special projects for the branch as assigned

 

Fiscal Management:

1.      Maintain and be thoroughly knowledgeable with systems of financial control including revenues, expenses, and inventories.

 

Financial Development/ Strong Community Campaign:

1.      Develop new ideas and income strategies.

2.      Engage, lead and support staff in accomplishing their respective donor and volunteer recruitment, development and giving to achieve goals for the Strong Community campaign.

3.      Participate in stewardship of current donors and actively recruit new donors to meet campaign goals.

4.      Achieve continued retention and growth in donor giving.

 

General:

1.      Demonstrate our four, character values: caring, respect, honesty, and responsibility.

2.      Ensure Association goals and strategies are adhered to and effectively communicated to staff and volunteers.

3.      Maintain complete familiarity with all risk management procedures and policies.

4.      Monitor and manage systems, drills and training related to risk management and safety for participants and employees.

5.      Adhere to all systems and procedures established by the branch and association.

6.      Participate in association-wide projects when needed.

7.      All other duties as assigned.
