Job Description

Summary:

Yorktown Systems Group is seeking a qualified Senior Power BI / Data Analytics Developer to support the U.S. Army and the Maneuver Center of Excellence (MCoE) Maneuver Forces Capability Development at Ft. Benning, GA. This position serves as the lead developer and technical expert for the design, development, and deployment of enterprise-level data visualization applications using the US Army PowerBI suite. The role leverages expertise in Large Language Models (LLMs) and generative AI technologies to build secure, intelligent solutions that enhance decision-making, automate complex staff tasks, and improve overall operational readiness within secure Department of War networks. The position will focus on developing automated operational products that collect, transform, and present data from multiple Army platforms to provide leaders and staff with timely, accurate, and actionable information. A key objective of the position is to help transition manually maintained staff products and operational running estimates into automated or semi-automated solutions that remain current as underlying data changes.

 

The Senior Power BI / Data Analytics Developer will work closely with Government functional experts, staff members, data owners, and technical personnel to identify requirements, refine concepts, prototype solutions, and develop automated products. The position requires the ability to understand an operational problem, determine how available data can support the requirement, and independently develop a practical technical solution. The Senior Developer will also support the employment and integration of locally developed Artificial Intelligence (AI) capabilities being developed by the Government. The position is not primarily an AI development position; rather, the Senior Developer should understand AI-enabled capabilities sufficiently to assist with their integration into Army data, analytics, and decision-support workflows.

 

 

Specific duties may include, but are not limited to:

 

• Design, develop, test, deploy, and maintain complex Microsoft Power BI dashboards, applications, and operational decision-support products.
• Develop automated and semi-automated products that collect and integrate data from multiple Army systems and information sources.
• Design Power BI semantic models, relationships, measures, calculations, and key performance indicators to support operational and staff requirements.
• Develop and optimize DAX (Data Analysis Expressions) used in dashboards, reporting applications, and analytical products.
• Develop Power Query and ETL (Extract, Transform, Load) processes to acquire, clean, transform, combine, and prepare data from disparate sources.
• Build and maintain repeatable data pipelines and automated data-refresh processes that reduce manual staff workload and improve the timeliness of information.
• Translate Government operational requirements and business processes into data-driven technical solutions.
• Work collaboratively with Government personnel to identify opportunities for automation and assist in defining requirements that may not be fully developed at project initiation.
• Rapidly prototype dashboards, reports, workflows, and other automated products and refine them based on user feedback.
• Identify opportunities to improve existing staff processes through data integration, visualization, automation, and approved AI-enabled capabilities.
• Employ and integrate Government-developed AI tools in support of current programs, analytical workflows, and automated products.
• Assist users in determining where AI-enabled capabilities can enhance data analysis, information retrieval, reporting, workflow execution, and decision support.
• Integrate data from databases, spreadsheets, SharePoint-based sources, and other available enterprise data sources as required.
• Ensure applications, data flows, dashboards, and automated products comply with applicable Army cybersecurity, data governance, information protection, and OPSEC requirements.
• Provide technical advice to Government personnel regarding data analytics, automation, Power BI, and emerging AI-enabled capabilities.
• Present analytical products and technical concepts to both technical and nontechnical audiences, including senior leaders.
• Develop appropriate technical documentation, user instructions, and training materials and provide user training as required.

Job Requirements

Required Qualifications:

 

• Significant hands-on experience developing enterprise-level solutions using Microsoft Power BI.
• Advanced experience with DAX, including development of measures, calculations, KPIs, and optimization of complex analytical models.
• Advanced experience using Power Query for data transformation and ETL.
• Strong understanding of data modeling, including relationships, schemas, data structures, and development of effective semantic models.
• Experience integrating data from multiple disparate systems or data sources into consolidated analytical products.
• Experience developing automated or semi-automated reporting, analytics, or operational decision-support products.
• Working knowledge of relational databases and the ability to query and manipulate structured data.
• Ability to independently translate functional or operational requirements into technical solutions.
• Demonstrated ability to work directly with customers and subject matter experts to identify requirements, develop prototypes, obtain feedback, and iteratively improve technical products.
• Ability to troubleshoot data, integration, visualization, and application-performance issues.
• Strong analytical, problem-solving, and communication skills.
• Ability to communicate complex technical concepts to nontechnical users and senior leaders.

 

Desired Qualifications:

• Experience supporting the U.S. Army, Department of Defense, or another Federal Government organization.

• Experience developing analytical products within a DoD Microsoft enterprise environment.
• Experience working with Army operational, readiness, training, planning, or staff processes.
• Experience developing or supporting operational dashboards, command-and-staff running estimates, readiness products, or executive decision-support tools.
• Working knowledge of SQL and relational database concepts.
• Experience creating automated data-refresh processes and integrating multiple enterprise data sources.
• Experience with Microsoft Power Automate or similar workflow-automation capabilities.
• Familiarity with Microsoft Power Platform tools beyond Power BI.
• Understanding of cybersecurity, data governance, access controls, and protection of sensitive Government information.

 

 

AI / Emerging Technology Qualifications:

 

• Working knowledge of generative AI and Large Language Model capabilities.
• Understanding of practical applications of AI for data analysis, information retrieval, summarization, automation, and decision support.
• Ability to learn, employ, and integrate Government-developed AI tools into existing staff processes and analytical products.
• Ability to collaborate with AI developers, data owners, functional experts, and users to determine how locally developed AI capabilities can support operational requirements.
• Understanding of the importance of data security, permissions, governance, validation, and responsible use when applying AI to Government information.

 

Preferred Qualifications:

• Experience with Microsoft Power Apps.
• Experience with Microsoft SharePoint and Microsoft Lists as data sources for analytical products.
• Experience with Python, scripting, APIs, or other data-integration technologies.
• Experience with advanced data visualization and user-interface/user-experience design.
• Experience supporting Army headquarters or operational staff organizations.
• Microsoft Power BI, Power Platform, data analytics, or related professional certifications.
