What are the responsibilities and job description for the Utilities Construction Worker I, II, III, Senior position at York County?
Work is performed outdoors under all types of weather conditions with exposure to the usual hazards associated with outside maintenance and construction work. This position is considered an essential position which requires the individual report to work during inclement and extreme weather conditions outside of normal working hours, or when county offices are closed. Position is required to be “on-call” on a regularly scheduled rotating basis.
Depending on position level, may serve as a lead worker.
Must possess a valid driver's license issued by the Commonwealth of Virginia.
Utilities Construction Worker I [Advertised salary range: $34,498 - 38,000]
High school diploma or GED, and some experience in operating hand and power tools; or any equivalent combination of education and experience which provides the required knowledge, skills, and abilities. Utilities/plumbing knowledge preferred, but not required.Utilities Construction Worker II [Advertised salary range: $38,041 - 43,000]
Must meet and maintain all the required knowledge, skills, abilities, and certifications for Utilities Construction Worker I. Additional requirements include:
- One (1) year of satisfactory York County experience at the Utilities Construction Worker I level, or two (2) years of direct utilities construction experience.
- Completion or possession of the following certifications/trainings or have the ability to obtain within one (1) year of employment:
- Competent Person Trench Safety
- Confined Space Entry
- Safety Data Sheets (SDS)
- VDOT Flagger
- Mandatory County annual training
- General knowledge of Supervisory Control and Data Acquisition (SCADA).
- Ability to be entered into on-call rotation.
- External hires must complete, or provide proof of prior completion, training and certifications required for the Utilities Construction Worker II position within one (1) year of employment date.
Utilities Construction Worker III [Advertised salary range: $44,030 - 51,388 depending on qualifications]
Must meet and maintain all the required knowledge, skills, abilities, and certifications for Utilities Construction Worker I and II. Additional requirements include:
- Two (2) years of satisfactory York County experience at the Utilities Construction Worker II level, or four (4) years of direct utilities construction experience.
- Must possess a valid Virginia Commercial Driver’s License (CDL) - Class B with Tanker Endorsement
- Certifications/Trainings
- VDOT Intermediate Traffic Control
- Ability to independently enter and complete work orders on Infor enterprise resource planning system.
- General knowledge of flusher / vactor operations.
- General knowledge of CCTV inspection operations.
- General knowledge of heavy equipment operations.
Senior Utilities Construction Worker [Advertised salary range: $48,547 - 56,658 depending on qualifications]
Must meet and maintain all the required knowledge, skills, abilities, and certifications for Utilities Construction Worker I, II, and III. Additional requirements include:
- Two (2) years of satisfactory York County experience at the Utilities Construction Worker III level, or greater than five (5 ) years of direct utilities construction experience.
- Must possess a valid Virginia Commercial Driver’s License (CDL) - Class A with Tanker Endorsement or Class B with Tanker Endorsement and advanced knowledge of CCTV inspection operations.
- Certifications/Trainings
- Pipeline / Manhole / Lateral Assessment Certifications (PACP, MACP, LACP)
- Advanced knowledge of flusher / vactor operations.
- Advanced knowledge of heavy equipment operations.
- External hires must complete, or provide proof of prior completion, training and certifications required for the Utilities Construction Worker II, III, and Senior Utilities Construction Worker positions within one (1) year of employment date.
General knowledge of occupational hazards and safety procedures.
Ability to properly operate a variety of hand and power tools associated with utility maintenance.
Ability to understand and follow oral and written instructions.
Ability to perform heavy manual labor for extended periods of time, often under unfavorable conditions.
Must be physically able to operate a variety of machinery and equipment including tractors, front end loaders, and hand tools including shovels, wrenches, carpentry tools, laser and grades rods, torches, etc. Must be able to lift between 75 -100 pounds, and bend and stoop when performing installation and repair work.
