What are the responsibilities and job description for the Senior Planner position at York County?

Performs professional planning, research, and administrative work in the field of community development and land use planning. Coordinates the site plan and subdivision plan review process and evaluates development proposals with respect to land use, zoning, landscaping, design, and principles of good planning. Advises County officials, the development community, and the general public in matters pertaining to physical, transportation, zoning issues, and environmental planning. Performs a variety of administrative responsibilities to include computer applications, processes variance requests, as well as preparation of various planning studies and reports. 

Directs, assigns, and reviews the work of assigned Planner(s); ensures that development proposals comply with local, state, and federal ordinances and regulations; participates in employee selection, evaluation, and disciplinary actions; resolves the more difficult problems or situations. 

Serves as staff liaison to the Board of Zoning/Subdivision Appeals; screens applications, prepares agendas and technical reports; makes presentations at public hearings; performs site inspections, and compiles meeting minutes. 

Coordinates the establishment and maintenance of subdivision and development agreements and sureties, including requesting and occasionally performing site inspections, drafting correspondence, and recommending initial surety amounts and subsequent reductions.

Meets with developers, design professionals, citizens, and the general public to discuss and evaluate development proposals, and to advise these groups on ordinance requirements and design guidelines; facilitates the resolution of site conflicts/issues as they occur. 


Bachelor's degree in urban and regional planning or allied field, and 5 or more years of experience in planning at the local government level or a Master’s degree in urban or regional planning or allied field and 3 or more years of experience at the local government level. In addition, AICP certification or certification in an allied field (CZA, L.A., or P.E.) is required. 

Possession of a valid driver's license issued by the Commonwealth of Virginia. 

This job is contingent upon successful completion of pre-employment checks to include background checks and DMV Records checks.Thorough knowledge of professional planning principles and practices, as they pertain to site analysis and design.

Thorough knowledge of research and analysis techniques. 
Thorough knowledge of personal computers, including word processing and spreadsheet software. 
General knowledge of supervisory principles and practices. 
Excellent oral and written communication skills, including problem resolution skills. 
Ability to plan, organize, and perform complex research and planning projects. 
Ability to interpret local, state, and federal codes and regulations. 
Ability to establish and maintain effective working relationships.
Must be physically able to operate a variety of automated office machines including a computer, printer, copier, etc. Work involves sitting most of the time, but may involve walking or standing for periods of time, while doing site or field work.
