Performs a variety of administrative and supervisory responsibilities for the Juvenile Services Project Insight Program. Coordinates and implements community service hours and law-related educational programs through Project Insight; interviews youth and their families and explains program rules; coordinates community service work opportunities at worksites and coordinates and assigns the law related educational sessions for youth and monitors their compliance. Collects and accounts for user fees from parents and participants if applicable. In addition, assists in recruiting for additional work sites. Ensures all reporting requirements comply with the Department of Juvenile Justice (DJJ). Maintains a collaborative working relationship with numerous agencies.
Coordinates and implements Project Insight programs, such as community service, and law related educational programs; conducts meetings with youth and their families; explains the contract process, rules and regulations, and possible work site; processes notifications of placement and work site evaluations; maintains statistical records; schedules videos and pre and post tests; processes confirmation/termination letters; monitors youth, and ensures adherence to schedules, rules, guidelines, and judicial mandates; checks written assignments for completeness and accuracy; initiates and maintains individualized files.
Mediates disputes and resolves conflicts between youth and parents, and work sites.
Develops, organizes, and implements new programs and courses such as law-related educational programs; develops related forms as service needs dictate.
Initiates purchases and monitors expenditures; gathers data and prepares statistical analysis and special reports.
Assists with updates of Project Insight Program Manuals.
Ensures compliance with DJJ mandates relating to ongoing contractual agreements between the work sites and the County of York; ensures background forms are completed and forwarded to the appropriate agency in a timely manner; maintains individual files for each work site.
Assists in recruiting worksites, oversees the work of Project Specialists assigned to GAP (Group Assignment Project), participates in presentations to community, civic and religious groups. Appears in court and presents testimony.
Collects and accounts for user fees from parents/guardians of participants. Attends training sessions on topics related to program area.
Confers with Court Services Unit Probation Officers to discuss problems and special circumstances.
Attends division and department staff meetings.
Minimum Qualifications
Any combination of education and experience equivalent to a high school diploma supplemented by additional college level course work, and 3 to 5 years of experience in human services work.
Possession of a valid driver’s license issued by the Commonwealth of Virginia.
This job is contingent upon successful completion of pre-employment checks to include criminal history, background and DMV record checks.
Supplemental Information
Some knowledge of counseling procedures and techniques with socially and emotionally maladjusted children.
Some knowledge of interviewing techniques and procedures. Some knowledge of child and adolescent psychology.
Ability to work independently.
Ability to exercise good judgment and resourcefulness in meeting Difficult non-routine problems and situations, and ability to plan and carry out work effectively.
The earliest start date for this position is July 13, 2026.
Physical Demands
Must be physically able to operate a variety of machinery and equipment including a calculator, automobile, etc. Work is sedentary in nature.
