Performs technical and professional engineering support work related to the planning, design, construction, inspection, assessment, asset management, and maintenance of County-owned facilities and vertical infrastructure. Positions support Capital Improvement Program (CIP) projects and report to the Assistant Engineering Manager or other assigned supervisor. This is a career progression series (I, II, III); advancement is in accordance with County policies and based on demonstrated competency, performance, experience, and organizational need.

Work is performed in both office and field environments. Field work may involve exposure to weather conditions, uneven terrain, noise, dust, heights, and typical construction site hazards. Use of appropriate personal protective equipment (PPE) may be required. Occasional evening or weekend work may be necessary to meet project schedules, respond to emergencies, or support construction activities.

This classification applies technical engineering principles to facilities-related projects and programs and is distinguished from administrative or inspection classifications by its technical and analytical focus. Positions in this series support, but do not replace, licensed engineers and do not serve as the engineer of record. Independent judgment is exercised within established guidelines, with final engineering authority residing with licensed engineers or assigned project managers.

Assists with facility condition assessments, inspections, and data collection.

Supports review of architectural, structural, mechanical, electrical, and plumbing (MEP) systems.

Prepares or assists with scopes of work, cost estimates, schedules, and technical documentation.

Reviews contractor submittals, RFIs, and pay applications for completeness.

Participates in construction site visits and assist with construction oversight.

Maintains project records, drawings, and asset management data.

Coordinates with internal departments, consultants, and contractors.

Ensures compliance with applicable codes, standards, safety requirements, and County policies.

At higher levels, leads technical tasks, mentors lower-level staff, and coordinates assigned project components.

Minimum Qualifications



Engineering Specialist I (Advertised salary range based on qualifications is $48,547 - $56,658)
High school diploma or GED, and two (2) to four (4) years of experience in construction, engineering, or a related field; or equivalent combination of education and experience which provides the required knowledge, skills, and abilities. Completion of some college-level coursework in engineering, construction management, or related field preferred.

Engineering Specialist II
(Advertised salary range based on qualifications is $59,006 - $68,865)
Must meet and maintain all the required knowledge, skills, abilities, and certifications for Engineering Specialist I. Additional requirements include:
  • Completion of some college-level coursework in engineering, construction management, or related field; Associate’s degree in engineering, construction, or facilities-related field preferred.
  • Minimum of two (2) years of satisfactory experience at the Engineering Specialist I level or greater than five (5 ) years of direct facilities or engineering support experience.
  • Demonstrated ability to independently manage defined project components, coordinate tasks with internal staff and consultants, track schedules and budgets, and support contract administration.
  • Ability to read, interpret, and view CAD drawings and electronic models.
  • Demonstrated ability to perform basic field surveying tasks and assist with underground utility locating and verification.

Engineering Specialist III
(Advertised salary range based on qualifications is $65,052 - $75,921)
Must meet and maintain all the required knowledge, skills, abilities, and certifications for Engineering Specialist I and II. Additional requirements include:
  • Associate’s degree in engineering, construction, or facilities-related field.
  • Minimum of two (2) years of satisfactory experience at the Engineering Specialist II level or greater than seven (7 ) years of direct facilities or engineering support experience.
  • Demonstrated ability to serve as technical lead on assigned facilities projects or major project components, coordinate multidisciplinary teams, manage schedules, budgets, and key deliverables.
  • Demonstrated experience creating, modifying, and maintaining drawings using CAD software (e.g., AutoCAD, Civil 3D, Revit).
  • Demonstrated ability to independently perform field surveys, establish control, verify site conditions, and coordinate utility locating activities for facilities projects.
  • Ability to interpret survey data and integrate results into design documents and CAD files.
  • Project management certification (e.g., PMP, CAPM) preferred.

Must possess a valid driver's license issued by the Commonwealth of Virginia.

The job is contingent upon successful completion of pre-employment checks to include background checks and DMV records checks.

This position is considered an Essential Position (County designation as ALPHA) which requires the employee to report to work during inclement and extreme weather conditions, often outside normally scheduled work hours, or as notified by a supervisor.

Proficiency with standard office software; CAD proficiency required at Level II and III.

Ability to work collaboratively with staff, consultants, contractors, and the public.

Ability to understand and follow oral and written instructions.

Physical Demands



Must be physically able to operate a variety of office equipment, engineering machinery and tools including a level, blueprint machine, computer, calculator, drafting instruments, etc. Must be physically able to operate a motor vehicle. Physical demand requirements are for light work.
