The York County Utility -Water and Sewer Department operates and maintains water and sewer systems in defined service areas in eastern York County and western York County. The department purchases water from the City of Rock Hill. The county has in excess of 22,000 retail customers in its service areas. York County also provides service to the City of York. Sewer service is provided through a collection system owned by York County with treatment being provided by the City of Rock Hill's Manchester Creek Wastewater Treatment Facility.

We are hiring a full-time (40 hours weekly), non-exempt Wastewater Collection Foreman.  The purpose of this position is to supervise and participate in the installation, maintenance, repair, and upkeep of water and sewer lines. This includes all lines, pumps, valves, tanks, motors, building, and grounds.

Projected Salary Range/Pay Grade 115: $24.79 - $29.74 per hour. Salary is determined based on qualifications.

Schedule: Typically weekdays 7am - 4 pm with on-call schedule for after-hours/emergency calls.

Duties and Responsibilities:  

• Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
• Works with administration and staff to respond to customer service, repair, locates, and equipment checks.
• Supervises crew workers in the performance of their duties including instructing, reviewing, and planning.
• Responds to after-hours/emergency calls 24-hours per day, 7-days per week.
• Prepares and submits daily inspection reports on all sewer lift stations. Maintains daily pump logs on all sewer lift stations. Assigns and reviews work orders.
• Performs and supervises electrical troubleshooting and repair on electrical control panels, AC DC drives and motors, and pumps.
• Designs and fabricates special electrical and mechanical systems as required.
• Works closely with engineers and inspectors on projects, reviewing and communicating on design and construction plans and specifications.
• Maintains records of maintenance and repair. Assists in inventory and purchasing parts, tools, materials, and equipment as needed.
• Performs related work as assigned.

Education and Experience:  

• High School Graduation or GED equivalent.
• Four (4) years of experience working with sewer infrastructure, water/wastewater systems or related field or an equivalent combination of education, training and experience.

Certifications and Licenses:  

• Must possess and maintain a valid state Class A, commercial driver’s license with an acceptable driving history.
• Valid CPR & First Aid Certification.

Physical Demands:  Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.  

• Performs medium work that involves walking, standing, stooping, jumping, dancing, stretching, or lifting all of the time and also involves exerting between 20 and 50 pounds of force on a regular and recurring basis or exceptional skill, adeptness and speed in the use of the fingers, hands or limbs in tasks involving very close tolerances or limits of accuracy.
