We are excited to hire a Plans Reviewer - Land Development to join their team in the Planning and Development Department! The purpose of this position is to perform technical reviews of civil engineered site development plans, stormwater calculations, infrastructure designs, and permit applications for compliance with York County ordinances, state regulations, and federal regulations in regard to roadways, water and sanitary sewer utilities, grading, erosion and sediment control, stormwater, water quantity, water quality, streams/wetlands, and floodplains.
Projected Hiring Range/Pay Grade 116: $54146.37-$64,975.64 per year. Salary is dependent on experience and education.

Duties and Responsibilities:
- Reviews sediment and erosion control, stormwater, water quality plans, and stormwater calculations/engineer reports.
- Reviews plans, elevation certificates, flood studies, and other regulatory submittals for floodplain encroachment and/or compliance with the County’s Flood Damage Prevention ordinance.
- Reviews development plans and permits for roadway, water, and sewer design and compliance with the county’s Code of Ordinances and the South Carolina Department of Environmental Services specifications.
- Review plans for roadway, utility infrastructure, and associated land disturbance impacts to waterbodies. Requires ability to visit sites by driving county vehicles.
- Reviews stormwater, roadway, water, and sewer as-builts.
- Assist in review and processing of applicable development fees, and performance guarantee requests.
- Performs site visits and/or inspections for assigned review sites to coordinate compliance, as needed, which requires the ability to drive and operate a vehicle.
- Maintains appropriate files and public records for the efficient recording of project documents, issuance of construction permits, approvals of final plats, as-built or record drawings, and project close-outs. Inputs and maintains County and State NPDES permit data within the County’s GIS database system.
- Consults and coordinates with the development community and appropriate personnel within the various County departments, State and Federal government agencies to ensure proposed plans and specifications comply with all applicable policies, ordinances, State and Federal regulations, statutes and laws through all phases from permit approval and issuance, construction, inspection, acceptance and project close-out.
- Assist with coordinating water and sewer impact/capacity fees and utility account setup, road right-of-way documents and processing of decorative sign pole requests for public roadways, and applicable paperwork in tandem with the Public Works Department.
- Performs related work as assigned.
Education and Experience:
- Associate’s Degree in Engineering, Environmental Science, or related discipline.
- Two (2) years of experience in permitting, engineering, planning, or related field or an equivalent combination of education, training, and experience.
Certifications and Licenses:
- Valid state driver’s license required.
- Must possess or obtain within one year of hire: Certified Stormwater Plan Reviewer (CSPR).
- Certified Floodplain Manager (CFM) a plus.
- Certified Erosion Prevention and Sediment Control Inspector (CEPSCI) a plus.
Applicants with equivalent experience and/or education may be considered.
Physical Demands: Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
- Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
