Highway Superintendent

Position Summary: The Highway Superintendent is an annual appointment and under general supervision of the York County Board of Commissioners with direct supervision from the Board Liaisons. This position acts as Engineer Consultant for the County Roads Department. They plan, design and direct engineering projects such as roads, bridges and/or other related construction projects by performing the following duties personally or through Assistant Highway Superintendent and/or other subordinate personnel.

Essential Job Functions

• Maintain all county roads and right of ways, including hard surface, rock/gravel and dirt roads, bridges and culverts.
• Analyzes reports, maps, drawings, blueprints, tests, and aerial photographs.
• Plan and design various roads or road related projects.
• Calculates cost and determines feasibility of projects based on analysis of collected data.
• Presents to Board of Commissioners annual budget, department updates, problems and/or needs.
• Prepares or directs preparation and modification of reports, specifications, plans, construction schedules,environmental impact studies, and designs for project.
• Coordinates state and federally funded road and bridge projects, specifically one- and six-year plan.
• Inspect construction site and bridge projects including engineering plans, specifications, and construction and safetystandards.
• Prepare bid documents, cost estimates, review of bids, and bid recommendations on proposed projects andequipment expenditures.
• Retain private contractors as needed for various phases of road construction.
• Use computer assisted engineering and design software.
• Abide by and adhere to required Nebraska Statutes or rules and regulations imposed by law upon County Highway Superintendent.
• Interview, hire, train, and appraise employee performance in the roads department.
• All other duties as assigned.

Qualifications

• Education in Civil Engineering, Construction Management, or equivalent is preferred but not required.
• Four to ten years Construction Management or Business Administration experience and/or training or combinationof education and experience necessary, including Managerial, Supervisory and/or Team Building experience.
• Valid driver’s license and CDL required.
• Highway Superintendent license (must obtain within 18 month of hire).
• Experience in road maintenance, construction, or related field.

Working Environment

While performing the duties of this job, the employee will be exposed to indoor and outdoor conditions. The noise level in the work environment is usually moderate.
