About the Department:  The Clerk of Court is an elected official who serves a 4-year term. The Clerk of Court serves both the Circuit Court and the Family Court and is responsible for docket management, receipt of fees, fines and costs, maintenance of all court records and submission of reports to a variety of state and federal agencies. Circuit Court is divided into General Sessions (Criminal) and Common Pleas (Civil) cases.  Some of the Clerk of Court duties for these courts include receipt of criminal warrants, jury management and staffing the courtrooms while court is in session. The Clerk of Court is also responsible for Family Court and the collection and disbursement of court ordered child support and/or alimony payments, issuance of Rules to Show Cause, child support enforcement and filing of Orders of Protection. The Clerk of Court for York County also serves as the Register of Deeds and is responsible for recording all property transactions and records as required by state law.We invite you to join our team as a full-time (40 hours per week), non-exempt Enforcement and Support Services Specialist with Clerk of Court. The purpose of this position is to perform complex management of support (child support and alimony) maintained through the court system to include daily and periodic monitoring of each assigned case in your specific caseload. This employee establishes and creates family court case filings related to support to include the receipt, review and processing of court documents such as initial filings, orders and ancillary documents for the Office of the Clerk of Court. In addition, this employee serves as a liaison between Family Court Clerk of Court Staff, Family Court Judges, South Carolina Department of Social Services, Family Law attorneys, and the general public.

Projected Hiring Range/Pay Grade 107: $16.78 - $20.14 per hour. Salary is dependent on experience and/or education.

Location:  Family Court, Rock Hill SC

Work schedule: Monday - Friday, 8:00 am - 5:00 pm (40 hours per week)

Duties and Responsibilities:  
 
  • Analyzes cases, interprets facts and legal documents, drafts and prepares the appropriate forms and documents needed to manage child support and alimony cases through the Palmetto Automated Child Support System (PACSS) in conjunction with the Family Court Case Management System (FCCMS).
  • Reviews caseload on a monthly basis to determine appropriate enforcement action necessary to bring cases into compliance.  Prepares all documentation necessary to facilitate enforcement.
  • Monitors enforcement issues, requests hold, performs investigations, to resolve all issues relate to enforcement. 
  • Reviews cases and/or documentation provided by the public, research details, draft orders, meets with judges, the SC Department of Social Services staff and other court staff to modify or close cases as determined by information provided and research of the actions. 
  • Monitors and manages cases through the use of monthly reports and system generated reminders used to maintain/monitor support payment records, overall case compliance and/or any other case anomalies.
  • Performs collections activities by utilizing methods such as (but not limited to): telephone contact, mail/email, court action, etc.
  • Provides professional and courteous customer service to parties involved in the case including law enforcement, employers, attorneys and Judges, internal and external county agencies, and the community.
  • Provides support during family court proceedings.
  • Performs related work as assigned.
Education and Experience:
  • Associate’s Degree or an equivalent combination of training and experience.
  • Two (2) years of accounting, bookkeeping, banking and/or experience with the court system, law office, or related field or an equivalent combination of education, training and experience.
  • A high degree of resourcefulness and the ability to interpret and apply a variety of procedures and regulations is required.

Special Certifications and Licenses:

  • Notary Public Commission.

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement. Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
