Associate Director of Workforce Development and Employment  

POSITION OVERVIEW
For over 50 years, the Y has provided workforce development support, mainly focusing on youth and young adults in our community. The impact of COVID-19 made it clear that providing opportunities for adults of all ages in our community to be trained and licensed in well-paying jobs was equally important. The Director of Workforce Development and Employment will assist the Managing Director of Workforce Development by effectively assessing the goals and barriers of clients interested in securing entry to mid-level positions, career-based/sector-based certification, and job placement.

ESSENTIAL FUNCTIONS
Leadership 
  • Assist in identifying employment opportunities and establishing training needs to support such opportunities. This includes strategic planning and setting priorities with common goals/outcomes.
  • Oversee the day-to-day oversight and operations of the Center for Workforce Development staff and programming. 
  • Identify and engage partner organizations with whom the new center can collaborate, including organizations that offer relevant internship opportunities, high-level content delivery and training, placement support, etc. 
  • Occasionally represent the Y and manage the relationship with key people and organizations related to workforce development, including the Department of Labor, donors, foundations, and other non-profit organizations. 
  • Work closely with the other directors of youth programs, who oversee our Summer Youth Employment Program (SYEP), to coordinate workforce development services. 
  • Participate in and promote Y programs outside of own department and in various youth-related community events.
  • Actively support the effort to find additional resources to enhance the quality of programs and services of our Center for Workforce Development.
  • Serve as an integral part of the leadership of the programming team, supporting the Managing Director of Workforce Development in departmental matters, including attending appropriate meetings and other events.

Center Programming
  • Assist in creating the center’s intake application and orientation process.
  • Assist in conducting assessments of clients' skills, employability, and needs, develop individualized service plans, and provide coaching and support throughout the job search process; refer to external resources/services when appropriate.
  • Assist clients with strategic planning for entry/mid-level and sector-based employment opportunities.
  • Co-facilitate employment readiness workshops, sector-based presentation services, job placement and retention services. 
  • Determine what employment services are needed and explain available job openings and occupational training available. 
  • Assist with measuring the effectiveness of training and learning solutions using evaluation methodologies and data analysis; make recommendations based on the findings.
  • Maintain a caseload of 25-30 clients enrolled in sector-based training.

Compliance and Administration
  • Ensure all workforce development efforts comply with the standards and requirements of all funding, licensing, and leasing parties, including the United States Department of Labor, partner organizations such as local hospitals and educational institutions, and the Fort Washington Collegiate Campus.
  • Assist in completing all Y system-wide reporting and paperwork requirements in a timely and accurate manner, including payroll materials, departmental work plans, budget preparation, tracking and monitoring reports, employment paperwork, and other administrative/compliance requirements.

Professional Development
  • Assist in providing ongoing coaching, mentoring, and performance feedback to equip staff in delivering successful programming. 
  • Work with human resources to attract, recruit, develop, and retain a high-performing and high-potential talent pool of full-time and part-time staff.
 
SUPERVISORY RESPONSIBILITY
  • Assist in supervising a team of part-time and full-time staff members.

POSITION TYPE / EXPECTED HOURS OF WORK 
  • Full-time, Monday to Friday, with room for flexibility.
  • This position may require regular evening and weekend hours.

WORK ENVIRONMENT
  • Work is performed in typical community center and school environments. 

TRAVEL
  • Able to travel to around New York City (mainly Washington Heights and Inwood).

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES 
  • Proven planning, leading, organizing, and monitoring skills; can work well—planned and organized; can follow through multiple deliverables.
  • Working knowledge of workforce development, social service agencies, and community services
  • Organized creativity and people savvy; can make informed decisions; can collaborate, influence, forge strong partnerships, and maintain cordial, professional relationships. 
  • Comfortable dealing with change and fluid environment; able to show flexibility and adaptability in working with people with different strengths, skills, and needs.
  • Excellent verbal and written communication skills; able to clearly and appropriately communicate in a variety of settings and styles.
  • Proficient in the use of Google Suite, Microsoft Office applications, social media, and other technology platforms.

COMPENSATION & BENEFITS
  • Compensation range of $55,000-$65,000 based on experience, skillset, and education.

REQUIRED EDUCATION AND EXPERIENCE
  • Bachelor’s degree required in a relevant field. Master’s degree strongly preferred;
  • At least six (6) years of direct experience working in a non-profit, including at least three (3) years in a supervisory capacity;
  • Demonstrated experience overseeing diverse workforce development portfolios, preferably including the medical field as one of the areas of training;
  • Bilingual (English/Spanish) preferred;
  • Current First Aid and CPR certification and required Health and safety certification preferred.

WORK AUTHORIZATION & CLEARANCE
  • Documentation of U.S. citizenship or eligibility to work in the U.S.
  • Must pass the background check, medical exams, fingerprinting, and other requirements of the Department of Health (DOH), Department of Education (DOE), and Department of Youth and Community Development (DYCD).
