Position Focus :
Reporting to the Director Facilities Operations, the Central Site Director is the primary point of contact for Central Campus Facility Operations including oversight and responsibility for all facilities operational units at Central Campus that are responsible for the physical appearance and the daily operation of Yale buildings and grounds; to include direct oversight of Physical Plant and Custodial Services Operations and coordination of services with Grounds. Ensuring that there is seamless integration and standardization across all facilities operational units for work being performed at Central Campus.
Provides direct leadership, supervision, and coordinates all resource planning efforts and project plans, consistent with strategic plans, to inform operating and capital decisions. Coordinates work with, and provides feedback to, Program Integration Managers and peer site directors to insure standardization of service and quality across all buildings and campuses. Analyzes feedback from the Central Campus community and service unit leads to discuss upcoming projects and events affecting their area of responsibility. Develops plans to identify new needs and requirements to determine and coordinate priorities. Participates in and coordinates with various stakeholder groups such as the Emergency Operations Team, Campus Events, Residential Colleges, Environmental Health & Safety, and Risk Management. Participates, and helps lead Central Campus, in the Campus Stewardship process of identifying, prioritizing, and managing campus renewal of building infrastructure, envelope, and systems.
Coordinate, develop, refine, and executes all site operations and maintenance (O&M) responsibilities and methods to align with best practice and University Sustainability goals. Incorporating innovative thought, technology, and best practices to continually improve services and performance.
Directs the planning, development, and execution of services in support of site infrastructure, campus buildings, grounds, and custodial services to all Central Campus University buildings and grounds in a 24 / 7 operation. This also includes coordination with Campus Stewardship, Capital Projects and Planning, Facilities leadership, as well as outside contractors & vendors. Implements, and supports development of, service delivery processes such as preventive maintenance programs, response to emergency needs, and support of special events and activities. Identifies and maintains University safety protocols and ensures all O&M practices are maintained within regulatory and environmental compliance. Reviews construction project requirements, determining the deployment of supervision and trades staff, work methods and procedures, tools, equipment, and other materials needed.
Responsible for staffing and resource management. Working with direct reports, develop the teams across multiple trades shops and service units to meet the growing needs of Central Campus. Provides administrative leadership for supervisors and trades staff, coaching and evaluating performance, staffing needs, training, payroll, employee engagement. Including managing and engaging with union relations and processes. Utilizes data and analytics for performance management and improvement.
Responsible for managing all Central Campus operational budgets. Oversees and participates in the development of the site budget - capital equipment acquisition, inventory review, obsolescence determination. Develop reports and prepare / conduct presentations to administration and senior leadership within Facilities.
Essential Duties
1. Establishes the overall direction, goals and objectives of the facilities management offices for the assigned units, departments, or schools. 2. Develops and implements departmental programs and procedures that concentrate on maintenance, renovation and development of facilities and the physical plant within guidelines established by the University. 3. Directs the development of a master engineering plan including : all maintenance, renovation, and development and detailing infrastructure systems required for successful completion of projects. 4. Determines the scope of major renovations, reviews and approves design, changes in specifications, and completion of major construction projects for the assigned unit, department, or school. 5. Establishes building maintenance standards, policies and procedures and design policies and procedures for the assigned unit, department, or school. 6. Directs custodial and maintenance services to ensure compliance with pre-established standards for the assigned unit, department, or school. 7. Directs the inspection and acceptance of all maintenance, renovation, and major construction as well as contract work for capital projects. 8. Develops and administers a budget for the facilities management offices responsible for the assigned unit, department, or school. 9. Selects, hires, and directs outside engineering consultants, construction management personnel, and contractors; establishes and negotiates contracts with these groups to ensure successful completion of projects. 10. Reviews drawings, proposals, and other submissions for compliance with University standards, relevant codes and regulations, and budget and schedule requirements. 11. Plans for future expansion and growth; ensures that ongoing projects meet current and future University needs. 12. Directs a staff of exempt and nonexempt employees in the facilities management offices. 13. May perform other duties as assigned.
Required Education and Experience
Bachelor’s Degree in related field. Ten years of related experience or an equivalent combination of education and experience.
Required Skill / Ability 1 :
Strong knowledge of the standard practices and methods in the MEP professions. Proven ability to manage and coordinate activities of staff engaged in planning and scheduling of maintenance and repair work, construction and renovation projects, and shop operations.
Required Skill / Ability 2 :
Well-developed managerial skills including experience with performance management and feedback. Proven ability to create and direct customer focused teams providing maintenance and customer services. Experience supervising in a unionized environment.
Required Skill / Ability 3 :
Experience with financial matters related to facility maintenance, operations and project engineering. Proven ability to prepare, maintain, and present reports from scheduling documents to financial spreadsheets. Ability to develop and implement sustainable programs and initiatives.
Required Skill / Ability 4 :
Proven ability to make rapid and appropriate judgments during emergency situations. Proven ability to manage multiple projects and deadlines while managing and leading various maintenance and construction projects.
Required Skill / Ability 5 :
Experience working in a campus environment with multiple buildings and structure, specifically buildings with science and lab functions.
Preferred Licenses or Certifications :
Facilities Maintenance accreditation such as APPA CEFP, BOMA CMCP, IFMA CFM
