Position Overview
Yakima County is seeking a highly organized, detail-oriented, and customer-focused Program Representative II to join our Human Resources Department. This position serves as a key liaison between the Human Resources Department and County departments and it's agencies, providing professional-level support in the areas of recruitment, personnel administration, benefits, compliance, and employee relations.
The ideal candidate will possess a strong understanding of human resources practices, excellent communication skills, and the ability to manage multiple priorities in a fast-paced environment. Essential Duties
- Serve as a direct liaison and primary HR contact for assigned County departments, providing guidance and support on personnel matters.
- Coordinate and manage the full life cycle of recruitment activities, including job postings, candidate screening, interview facilitation, and onboarding processes.
- Advise departments on personnel procedures, benefits, compensation, policy interpretation, and compliance with federal, state, and County regulations.
- Respond to inquiries from employees, managers, and applicants regarding HR policies, procedures, benefits, and employment matters.
- Conduct and facilitate new employee orientations, benefits briefings, and exit interviews.
- Maintain and verify employee records in the Workday Human Resources Information System (HRIS) and related platforms.
- Prepare reports, correspondence, and documentation to support recruitment, payroll, benefits, and other HR-related functions.
- Participate in HR-related projects, research, and process improvements as assigned.
Qualifications
Education and Experience:
- Associate degree or two-year technical certificate in Human Resources, Business Administration, Sociology, Psychology, Social Work, or a related field; AND
- Three (3) years of professional-level experience related to the human resources function; OR an equivalent combination of education and experience that provides the knowledge, skills, and abilities to successfully perform the essential duties of the position.
Required:
- Valid Washington State Driver’s License and proof of insurance (if requested).
- Proficiency in Microsoft Windows, Word, Excel, and Outlook.
- Ability to travel between County offices and attend meetings or trainings outside of standard business hours as needed.
- Successful completion of a general employment background verification (additional background checks may be required depending on assignment).
Preferred:
- Experience using an HRIS/Financial Management System (Workday preferred).
- Five years of experience in human resources functions such as full-cycle recruitment, onboarding/offboarding, benefits administration, or payroll processing.
- HR certification (PHR, SPHR, SHRM-CP, or SHRM-SCP).
Skills Assessment Requirement
