What are the responsibilities and job description for the General Manager - EMC, Environmental, Product Safety position at X4 Engineering?
About the role
Our client is a global testing, inspection and certification (TIC) organization with a large network of accredited laboratories. Their Baltimore site provides EMC, environmental simulation and product safety testing to customers in defense, aerospace, telecom, medical and commercial electronics.
The General Manager owns the Baltimore lab end to end: revenue, margin, scheduling, throughput and on-time customer delivery across all three disciplines. This is a commercial operations leadership role, not a technical specialist or compliance role. You will run the lab as a business, lead the team, and grow the site alongside Sales.
Key responsibilities
Revenue and P&L
- Own the site P&L, including annual budget, revenue targets, operating margin and cost control.
- Partner with Sales and Business Development to grow revenue, win key accounts and price work profitably.
- Manage capital spend and equipment investment so lab capacity matches demand.
Operations, scheduling and throughput
- Run day-to-day operations across EMC, environmental simulation and product safety.
- Own chamber, shaker and test-bay scheduling to maximize utilization and billable hours.
- Track and improve turnaround time, backlog, on-time delivery and first-pass report quality.
- Remove bottlenecks between quoting, scheduling, testing and reporting.
Customer delivery
- Be the senior point of contact for key customers and escalations.
- Make sure projects are delivered on time, on budget and to specification.
- Build repeat business through reliable service and clear communication.
People and leadership
- Lead, hire and develop section managers, engineers, technicians and project coordinators.
- Set staffing levels and shift patterns to match workload.
- Build a safe, accountable, customer-focused lab culture.
Quality, accreditation and safety
- Maintain ISO/IEC 17025 accreditation and customer and agency approvals.
- Enforce quality, ethics, safety and SOP compliance, including OSHA, EPA and DOT requirements.
- Share best practice with sister labs across the network.
Required experience
- Proven ownership of operations and revenue at a commercial (third-party) test lab or TIC business, as a GM, Lab Manager, Operations Manager or Site Director.
- Direct accountability for lab scheduling, throughput, utilization and on-time customer delivery.
- P&L or budget ownership, with a track record of hitting revenue and margin targets.
- Hands-on background in EMC testing (e.g. FCC, CISPR, MIL-STD-461, RTCA DO-160, ISO 11452).
- Experience leading multi-disciplinary technical teams of engineers and technicians.
- Working knowledge of ISO/IEC 17025 accredited lab operations.
- Bachelor's degree in Electrical, Mechanical or related engineering, or equivalent experience.
Preferred experience
- Environmental simulation testing alongside EMC: vibration, shock, thermal, humidity, altitude, salt fog (MIL-STD-810, RTCA DO-160).
- Product safety testing and certification (UL, IEC 61010, IEC 62368, IEC 60601).
- Defense and aerospace customer base, including government contracting and quality requirements.
- Experience growing a lab site through new capabilities, equipment investment or new accreditations.
Not the right fit: profiles weighted mainly toward the manufacturer or OEM side (in-house compliance, product certification or regulatory roles) without commercial lab P&L and operations ownership.
What success looks like in year one
- Site revenue and operating margin on or ahead of budget.
- Measurable gains in chamber and test-bay utilization and on-time delivery.
- A stable, well-led team with clear ownership across EMC, environmental and safety.
- Accreditations maintained with clean audits.
Compensation and benefits
- Base salary $140,000 – $160,000, plus performance bonus
- Medical, dental and vision coverage
- Life and disability insurance
- 401(k) with company match
- Paid vacation and holidays
