This National Guard position is for a TRAINING TECHNICIAN, Position Description Number PDD2702000and is part of the WY 153d Force Support Squadron, Wyoming Air National Guard.
This is a Title 32 Dual Status Technician Excepted Service position. Military affiliation is required.
Qualifications:
AREAS OF CONSIDERATION:The consideration of qualified eligible candidates will be as follows:
Area 2: All permanent and indefinite Wyoming Air National Guard (NG) Title 5 and T32 Dual Status technicians employed within the Wyoming Air National Guard. Title 5 employees must be eligible to convert to T32 Dual Status.
Area 4: All current military members of the Wyoming Air National Guard.
Area 6: Current and prior military service members to include the US Air Force, Air Force Reserves, and other states' Air National Guard units. Must be willing/eligible to join the Wyoming Air National Guard as a military member prior to appointment to position.

DESCRIPTION OF WORK:
Involves nonprofessional work of a technical, specialized, or support nature in the field of education and training when the work requires knowledge of program objectives, policies, procedures, or pertinent regulatory requirements affecting the education or training activity. Work includes education and training tasks for maintenance, operations, and support training; education services; curriculum development; and instructor activities. Work includes developing, delivering, and evaluating education and training programs and classroom activities.
BASIC REQUIREMENTS:
Must possess the demonstrated ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise validate the ability to perform or learn to perform the duties of the position.
SPECIALIZED EXPERIENCE:
Must possess at least 1-year specialized experience equivalent to at least the next lower grade (e.g., GS-07). Knowledge of Army or Air Force education and training programs regarding their principles and procedures. Experience performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills; editing practices; instructional media application, training reporting, program and curriculum validation, and implementation procedures. Experience in scheduling training events and facilities; supporting assistance visits and training meetings; or assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies. Experience in the capabilities of communicative interpersonal skill applications and distance learning concepts. Experience as a participant and presenter during training and military or civilian conference events.

Responsibilities:
This position is in the Wyoming Air National Guard's 153d Force Support Squadron's Force Development Office. This Dual Status Technician position requires military membership, compatible military skill assignment, and classification. The primary purpose is to schedule all formal initial skills, refresher and proficiency training for both officer and enlisted members, which include providing staff planning and multi-level assistance to ensure that required military training objectives are achieved for all assigned units.1. Verifies member eligibility, course availability, and validates school orders, travel orders, PCS procedures, and pre-requisites are properly complied with in accordance with National Guard Bureau (NGB) guidance.
2. Manages formal schools training budget, to include all formal schools and Mission Essential Skills Training (MEST). Serves as resource advisor for budget of formal school workdays and travel resources. Coordinates with higher headquarters for days and dollars pertaining to MEST. Analyzes annual Formal Schools workday guidance and annual MEST guidance to determine implementation requirements and coordinates/monitors for budgetary changes and advises Wing leadership at all levels on prioritization of available resources.
3. Assists in all aspects of Education, Training and Distance Learning Programs. Assist with the enlisted training program by establishing and implementing unit training plans, policies, and procedures. Develops procedures to ensure upgrade/withdrawal actions are accomplished.
4. Provides education and training advisory services to commanders and staff on all education and training programs. Confers with unit commanders, unit training managers, operating officials, and On-the-Job Training (OJT) supervisors to discuss training needs.
5. Assists with the development of education and training instructional products. Selects instructional methods that involve the development of lesson plans, task breakdowns, equipment requirements, and instructional aids. Schedules and conducts formal classroom instruction.
