This position is highly involved in all aspects of healthcare services. Reporting to the Vice President, this position will be expected to plan, evaluate, develop and implement new clinic services and programs, oversee the operations of the clinic network, assist in the development of new clinics and develop and implement the strategy for WVU Medicine ambulatory services. Responsibilities include recruiting and approving the hire of new physicians. This individual also plans and develops new primary, urgent and specialty care clinics across West Virginia, Pennsylvania and Maryland and actively participates in hiring Administrators and managers to operate WVU Medicine clinics. This position oversees large multi-specialty groups and management of over 800 providers. The complexities and size of WVU Medicine make it one of the largest hospitals owned and operated in West Virginia.

This individual must have strong relationship skills to bridge clinical leadership departments, initiate new ideas and help determine a vision for ambulatory services. This individual’s outlook will be on both the short and the long term and will demonstrate passion in developing ambulatory services to a high degree of excellence and coordination.

Minimum Qualifications

EDUCATION, CERTIFICATION, AND/OR LICENSURE:

  • Bachelor’s degree.

Experience

  • Ten years’ experience in progressive management and results-oriented experience in ambulatory or related healthcare.

Preferred Qualifications

  • Plans, implements, manages, and evaluates the delivery of operational process as it is relating to patient care in accordance with the policy and procedures, philosophy and mission.
  • Oversight of academic clinical departments, ambulatory clinics on campus, off campus, and outreach
  • Oversight of ambulatory cadence and prelude trainers training within EPIC.
  • Responsible for full development of personnel including recruiting and career advancement.
  • Responsible for oversight in approving, and reviewing the clinical budgets for fiscal viability
  • Responsible for reviewing the fiscal viability of adding new providers
  • Assist in the development and strategy of ambulatory services and clinics.
  • Plan, evaluate, develop, and implement new clinic services and programs from looking at market data to finding a location, evaluating services, clinic design, clinic build, outfitting equipment and operationalizing/opening the clinic

Review and development of future clinical needs to serve the community and WVU Medicine

  • Plans, develops new primary, urgent and specialty care across West Virginia, Pennsylvania, and Maryland
  • Oversees large multi-specialty groups
  • Oversight of access initiatives; exam room utilization, provider visits, key clinical metrics, physician recruitment needs
  • Selects, hires, terminates, manages, and evaluates the effectiveness of employees on a continuous basis to optimize productivity.
  • Establishes goals and provides follow up within established Human Resources policies. Ensures compliance with policies and ensures staff meets the established access and service standards.
  • Oversight of policy and procedure reviews and revisions to Ambulatory Operations systems and processes
  • Oversight of regulations and standards issued by governmental/regulatory agencies and third-party payers; implements organizational changes, as required, ensuring organizational compliance.
  • Reviews key performance indicators (quality, financial outcomes, productivity, etc.) to maximize Ambulatory sites of service contribution to WVUHS.
  • Actively participates in the development and attainment of organizational goals and objectives as it related to the organizational strategic mission and initiatives.
  • Oversight of the Ambulatory Departmental Dashboard (ADD) to review key performance metrics such as completed visits, new patient lag, bump rates, no-show rates, call center volumes
  • Serves on committees; Faculty/APP request reviews and approvals
  • Presentations of Ambulatory Services monthly updates to leadership forum (WVUH manager, director, administrator, and Senior Management); to ACMC (manager, director, administrator, medical director, chair) and monthly review with departmental chairman and administrators to review clinical stats, staffing models, budget performance, and marketing strategies
  • Oversight and provides leadership to the WVU Medicine Rehabilitation Therapy Services ( to include Speech, Occupational Therapy, Physical Therapy)
  • Oversight and provides direct leadership to WVU Medicine Children’s Outpatient Clinics along with 18 other academic departments.

  • Financial, technical and professional skills.
  • Oral and written communication skills to effectively represent the Ambulatory sites of service and Hospital in interactions with third party payers, patients, physicians and other departments.
  • Analytical and problem solving skills as well as the ability to work and communicate effectively with other departments.
  • Working knowledge of local, State and Federal regulations pertaining to Professional billing and collections. In addition, Provider Based Billing that affect Professional and Hospital billing
  • Skills in the areas of finance, business planning, strategic planning, marketing, program development, and human resources.
  • Demonstrated ability to work with clinical leadership across the service lines, hospital administration, physicians and community providers through the region.
  • Experienced in team building, mentoring and business planning with excellent communication, emotional intelligence and negotiating and facilitating skills.
  • Demonstrated strong engagement and focused commitment to quality of care and service excellence.
  • Proven ability to be creative, innovative, and decisive. Adept in conflict resolution. Ability to work effectively with multiple departments and disciplines.
  • Comfort with risk taking.
  • Effective presentation skills.
