THREAT PREPAREDNESS RESPONSE OFFICER (Guthrie Agricultural Center, Guthrie WV)

Nature of Work:
The Threat Preparedness Response Officer operates under administrative direction from the Commissioner and/or Deputy Commissioner(s)/Chief of Staff in the performance of day-to-day administration of the WVDA Emergency Operation Plan and related Homeland Security Program

Examples of Work:

• Coordinate emergency operations activities of the WVDA with the WV Emergency Management Division (EMD)
• Serves as WVDA’s liaison to multiple agencies.
• Assist WVDA and other divisions in development and/or enhancement of surveillance programs designed to protect human and animal food supplies, and to control diseases in plants and animals.
• Facilitate and coordinate WVDA’s Incident Management Team.
• Develop and/or enhance emergency preparedness training programs for WVDA staff.
• Assist WVDA and other divisions in the development and/or enhancement of rapid response and recovery plans pertaining to their respective areas.
• Develop and deliver educational programs for members of the agriculture community and general public regarding disease control in plants and animals.
• Develop and deliver educational programs for members of the general public regarding rapid response and recovery in the event of a terrorist activity, natural occurrence impacting the state’s food supply and plant or animal disease event.
• Identify equipment and maintain adequate supplies needed to enable the WVDA to react to emergencies affecting food supply, or disease outbreaks in plants or animals.
• Develop and provide training for first responders in the six OES regions of West Virginia as identified by the WV Emergency Management Division (EMD).
• Research and identify outside funding sources to support the goals and mission of the WVDA in assuring a safe food supply, and the successful control of any highly contagious diseases among plants and animals.
• Teach and provide instruction to WVDA staff and to other agencies.

Working Conditions: Office environment; sitting, standing, walking, driving, lifting up to 50 pounds

Knowledge, Skills, and Abilities:

• Knowledge of laws and regulations of the State of West Virginia relating to the Office of Emergency Services.
• Knowledge of the laws and regulations of the WVDA relating to the control of disease in plants and animals and the safe food supply.
• Knowledge of budgeting and governmental accounting principles, practices, policies and methods.  Knowledge of state fiscal and purchasing systems and procedures.  Ability to prepare and maintain necessary reports and records.
• Highly organized with a strong sense of priority, urgency, and commitment to deadlines
• Ability to handle confidential information with the highest degree of professional responsibility
• Ability to multi-task.
• Exceptional attention to detail.
• Be a self-starter, work with minimum supervision and be available as needed. 

Minimum Qualifications:

Education:

Graduation from an accredited college or university with a bachelor’s degree in business, public administration, or a related field.

Experience:

Five years of full-time paid employment in administrative, supervisory, public administration, or related field.
