Job Summary
The purpose of this position is to assist the Regional Traffic Engineer in managing technical reviews and to provide guidance, training, and direct supervision to the Traffic Engineering Specialists (TES) and Traffic Studies Analyst.
Technical tasks will vary but focus on plan review; traffic control; ensuring MUTCD compliance on signing, striping, and traffic signals; approving developer traffic impact reports; preparing traffic engineering studies; supporting the completion of Road Safety Assessments (RSA's); and creating work orders for the Region's maintenance staff.

Job Duties
Review proposed development plans for compliance with traffic standards and for operational efficiency. Review formal traffic impact analyses for permitted developments. Conduct field review on internally and externally generated signal, lighting, signing and marking requests for compliance and provide direction on needed changes Provide comments on construction project development documents.
Attend proposed construction project field reviews.Review project assessment and percent design plans for programmed projects. Attend partnering and construction meetings for contracted projects.Attend Technical Advisory Committee meetings and Roadway Safety Assessment(RSA) field reviews.Assist Districts during administration of construction projects. Use state vehicle in course of day. Meet with federal, local government and agency officials along with business people and the general public as a representative of Regional Traffic Engineering to resolve traffic issues. Prepare all manner of correspondence for Regional Traffic Engineering.
Prepare formal traffic engineering studies as needed. Conduct field inspections and collect field data region wide. Analyze operational, geometric, and crash data to resolve traffic issues. Write formal traffic reports, develop potential projects/countermeasures, and coordinate with partners (internal and external) in obtaining concurrency. Supervise Traffic Engineering Specialists (TES) Grade 22 staff and provide direction on their workload. Provide mentoring and technical on-the-job training for staff within the unit.
Selective Preference(s)
Prefer a minimum of 2 years of experience within traffic engineering.
Pre-Employment Requirements
This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
Bachelor's Degree In Civil Engineering or closely related field.
A valid Arizona PE is required for this position. A candidate who holds an active PE in another state will be required to meet registration requirements set forth by the Arizona Technical Board of Registration and attain an Arizona PE from the Board within 6 months of employment start date.
All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
