General Definition of Work

Performs difficult advanced technical work overseeing the full lifecycle management of fleet and capital assets, including acquisition, maintenance, replacement, and disposal of vehicles, equipment, asset preservation, and associated enterprise software. This position is responsible for optimizing the County’s fleet size, developing and managing multi-year budgets, and ensuring regulatory compliance. Supervision is exercised over all personnel within the Division.

Essential Functions

  • Manages the acquisition, replacement, and disposal of vehicles, equipment, and fleet-related assets across their lifecycle.
  • Assists with the County’s capital planning budget, aligning asset strategies with organizational goals through software integration and cross-departmental collaboration.
  • Uses independent judgment providing supervision and leadership to personnel under position’s span of control; makes and participates in decisions on matters of hiring, transfer, suspension, layoff, recall, promotion, discharge, assignment, reward, adjusting grievances or disciplining employees under position’s span of control; sets goals and objectives for others to work towards and monitors performance; creates and maintains a positive work environment fostering effective performance of staff.
  • Manages the fleet reservation system, processes, and standard operating procedures.
  • Responsible for managing and optimizing the County’s fleet size and composition based on usage data, performance metrics, and budget resources.
  • Establishes and monitors preventive maintenance schedules to reduce downtime and extend asset lifespan.
  • Utilizes GPS and diagnostic tools to track and monitor fleet performance, maintenance needs, and improve fuel efficiency.
  • Oversees the development and administrating of multi-year budgets for fleet operations and asset management.
  • Ensures the County’s compliance of all vehicle and equipment related safety, emissions, registration, insurance, and licensing regulations including the formulating and managing of long-term budgets for capital construction initiatives.
  • Collaborates with stakeholders to assess and prioritize equipment needs based on operational requirements, cost-efficiency, and return on investment. Facilitate cross-departmental collaboration with impacted departments and legal team to align project goals.
  • Leads fleet and equipment procurement efforts and RFP processes in accordance with budgeting guidelines and organizational policies.
  • Oversees planning, scope development, and feasibility analysis for capital construction projects. Engages with internal teams, local government, and stakeholders throughout the planning, evaluation, and budgeting phases fleet and heavy equipment purchases.
  • Conducts facility condition assessments to identify lifecycle requirements for multi-year capital planning.
  • Coordinates with departments to ensure building systems meet safety codes and ADA compliance, integrating findings into asset preservation budgets.
  • Develops technology strategies aligning associated enterprise software systems with organizational objectives. Including the implementation and upgrades of associated enterprise software platforms for capital project tracking and asset management.
  • Monitors associated software inventory, maintenance schedules, and upgrade cycles within a structured multi-year budget.
  • Prepares and updates rolling multi-year capital planning documents, including CIP, Equipment, Fleet, and Asset Preservation Plans, as well as associated software Plans, for leadership and commissioner approval. Tracks and reports performance metrics, including budget compliance, timeline adherence, and asset performance indicators. Researches and recommends grants and alternative funding opportunities to support capital initiatives.
  • Performs other related duties as required or assigned.

Minimum Qualifications & Knowledge, Skills and Abilities

Associates/Technical degree in Fleet Management, Business Administration, or related field, and five years of experience in fleet and/or asset management with two years of supervisory experience, or equivalent combination of education and experience.

Special Requirements

  • A valid driver’s license or evidence of equivalent mobility is required upon hire.
  • Class A/B Operator Underground Fuel Storage certification within six months of hire.
  • Class A Commercial Driver’s license (CDL) with Air Brake Endorsement within one year of hire.
  • Forklift Training certification within one year of employment.

Knowledge of facilities, construction, services trades, building systems, and fleet; knowledge of administrative practices including budgeting, purchasing, and policy formulation; knowledge of local, State, and Federal laws, regulations, and codes relating to purchasing activities; strong negotiation and problem solving skills; computer skill in word processing, spreadsheets, database and ability to learn computer systems specific to the County and Department; verbal and written communication skills sufficient to effectively present information and respond to questions from a wide variety of audiences including top management, public groups, and/or boards of directors; interpersonal skills sufficient to exchange and or convey information, receive work direction, and maintain effective working relationships; ability to pay attention to detail and effectively organize time and anticipate, plan, and successfully respond to changing circumstances; strong ability to multitask and organize complex schedules ability to apply mathematical concepts such as fractions, percentages, ratios, and proportions to practical situations; ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; ability to perform inspections and have a keen sense of conditions and surroundings; ability to perform all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices; ability to communicate courteously and professionally while maintaining positive working relationships with others when carrying out all job functions.

Physical Requirements

This work requires the occasional exertion of up to 50 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel, frequently requires standing and walking and occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, tasting or smelling, pushing or pulling, lifting and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to outdoor weather conditions and occasionally requires working near moving mechanical parts and working in high, precarious places; work is generally in a moderately noisy location (e.g. business office, light traffic).
