Job Description

The Director, Program Finance leads the program finance function for Ondas Sentinel’s Stratospheric ISR business unit. This is a traditional program finance leadership role in a government-contracting environment, with ownership of program-level financial performance, including budgets, baselines, estimates at completion, revenue recognition inputs, and contract funding status. The Director serves as the financial business partner to program managers and operations leadership and provides clear program results, analysis, and recommendations to business unit and Ondas Sentinel management.

The ideal candidate is a seasoned program finance leader with deep experience in government contracting, strong command of EACs and program baselines, and the ability to translate financial performance into practical program decisions. Success in this role requires disciplined financial management, strong business partnering with program and operations teams, and the ability to work cross-functionally with Accounting, FP&A, Contracts, Compliance, and Business Development.

This role is based on-site in Tucson, Arizona and requires regular engagement with Finance, FP&A, Operations, Contracts, Compliance, Business Development, and business leadership teams. Travel may be required to support customer reviews, audits, business reviews, or other company needs.

Key Responsibilities

  • Own program financial management across the flight services and program portfolio, including budgets, baselines, monthly estimates at completion, and variance analysis against plan.

  • Partner with program managers on cost and schedule performance, risks and opportunities, and corrective actions; serve as the finance voice in program reviews.

  • Prepare and present monthly program financial reporting, including performance, margin, and outlook, to business unit leadership and Ondas Sentinel management.

  • Provide revenue recognition inputs for over-time contracts under ASC 606, including EAC-driven percentage-of-completion support, in coordination with Accounting.

  • Monitor contract funding status, including limitation-of-funds and limitation-of-cost tracking and customer notifications, in coordination with Contracts.

  • Support new business activities, including cost volumes, basis-of-estimate development, rough-order-of-magnitude pricing, and what-if scenario analysis for Business Development.

  • Oversee program setup in the financial system, including contract structures, funding, and billing elements, and support accurate, timely invoicing and unbilled/WIP management across contract types, including FFP, cost-type, T&M, and IDIQ task orders.

  • Apply and monitor indirect rates at the program level and support annual rate planning in coordination with the government accounting and compliance function.

  • Develop program-level cash and funding forecasts as inputs to company forecast and reforecast cycles, in partnership with FP&A.

  • Support government and external audit activity related to program cost and billing, including DCAA/DCMA engagement as applicable.

  • Build and improve program finance processes, tools, and analytics for a scaling flight services business.

Qualifications

  • Bachelor’s degree in Accounting, Finance, or a related field required; CPA or MBA preferred.

  • 12 years of progressive program finance or government contracting finance experience, including leadership responsibility.

  • Deep experience with estimates at completion, program baselines, and percentage-of-completion revenue support in a FAR/DFARS environment; working knowledge of CAS concepts.

  • Experience across government contract types, including FFP, CPFF/CPIF, T&M, and IDIQ task orders.

  • Strong business-partnering skills with program management and operations, with the ability to translate financial results into program decisions.

  • Aerospace and defense industry experience strongly preferred; public-company environment experience a plus.

  • Strong Excel and financial modeling skills; ERP proficiency required, with Microsoft Dynamics experience a plus.

  • Ability to obtain and maintain a U.S. Government security clearance, as required by program needs.
