Infrastructure Vice Presidency

Globally, one billion people live more than 2 kilometers from all-weather roads, 685 million people lack electricity, and nearly 4 billion people lack internet access. Access to basic infrastructure services is critical for creating economic opportunities for the poor. The Infrastructure (INF) Vice Presidency within the World Bank is charged with developing sustainable solutions to help close infrastructure gaps in developing and emerging economies. It currently consists of four global departments : Energy & Extractives (EEX); Transport (TRA); Urban, Resilience and Land (URL), and Global Infrastructure Finance Department. It oversees the Bank's work across energy and transport sectors, urban development, as well as efforts to promote energy transition, low-carbon transportation, livable cities, disaster risk resilience, land management, and quality infrastructure services through public-private partnerships. The Energy Sector Management Assistance Program (ESMAP) is a donor-funded global knowledge and technical assistance program, administered by the World Bank. It provides analytical and advisory services to low- and middle-income countries to increase their know-how and institutional capacity to achieve environmentally sustainable energy solutions for poverty reduction and economic growth.

ESMAP provides a combination of self-managed analytical work in order to further scale up the energy access and transition agendas, monitoring of grants to regional operational units to support regional and country-specific analyses and capacity building, and operational support for country-specific projects in the six Bank regions.

Job Duties and Responsibilities :

The senior energy specialist is expected to undertake specific activities related to industrial decarbonization and clean hydrogen as follows :

  • Conduct research, supervise analysis, and provide written input to reports and publications incorporating global experiences on regulatory and policy reforms focused on enabling the environment to boost public and private investments.
  • Support World Bank global knowledge programs to identify best practices, strengthen collaboration and facilitate access to technical and financial assistance, including World Bank's Hydrogen for Development Partnership, the 10 GW Lighthouse Initiative and workstreams under the Breakthrough Agenda, particularly on facilitating access to finance.
  • Contribute to the analytical work on government support schemes / public infrastructure needs for clean hydrogen and industrial decarbonization.
  • Support analytical work on developing suitable commercial regulatory frameworks to support private investments.
  • Working closely with the Industrial decarbonization, clean hydrogen teams, the specialist will support in tracking and monitoring the delivery of analytical work and grants.
  • Support the regional teams in the analytical work on the development of financial solutions to enhance private participation.
  • Promoting knowledge exchange across internal teams and with leading external institutions.
  • Strengthen the World Bank international network of stakeholders relevant for the industrial and hydrogen sectors in order to further enhance the quality and impact of Bank-supported programs.
  • Contribute to a strong internal WBG partnership with IFC and MIGA.
  • Actively supporting communications, events, and awareness-raising activities, including occasional articles for publication.
  • Participating in operational missions, aiding in preparation, coordination, and documentation, and providing support to World Bank country teams.
  • Provide analytical content and assist in drafting of WB documentation, such as Aide-Memoires, Implementation Status Reports (ISRs), Concept Notes, and Appraisal Documents.

He or she would report to the Practice Manager of IEEES and work alongside a group of professionals based in Washington DC, and colleagues globally, and work in close cooperation with the industry and hydrogen leads.

Selection Criteria

  • Advanced degree (master's level or higher) in engineering, finance, legal studies, economics, public policy, or related discipline.
  • At least 8 years of relevant experience, preferably in energy sector-related areas, climate financing, academic research, or middle / low-income country contexts.
  • In-country experience with hydrogen, industrial decarbonization and energy sector projects in developing countries.
  • Experience advising governments in developing countries on policy and regulatory reforms to enable private sector investments in the energy industry.
  • Experience in operational projects with ability to develop, analyze and articulate project issues, diagnose problems and propose reliable solutions, including mobilizing climate finance.
  • Experience working on World Bank and other International Financial Institutions (IFIs) lending and non-lending operations is required. Good knowledge of financial project design and implementation at the operational level.
  • Excellent written communication skills in English, French and Spanish for preparing articles, presentations, and web materials. Knowledge and skills in office software, including Excel, Word, PowerPoint, and SAP (desirable).
  • Strong quantitative analysis skills and attention to detail for data management.
  • Interest and experience in preparing and organizing high-level technical workshops and meetings to enable hydrogen and industrial decarbonization projects in developing countries.
  • Ability to work independently and collaboratively in a multi-cultural environment.
  • Good knowledge and technical expertise on renewable energy, energy storage systems, hydrogen, and industrial decarbonization (desirable).
  • Interest in contributing to the World Bank Group's mission to end extreme poverty and boost shared prosperity.
  • Proven effective stakeholder communication and outreach.
