ITS Vice Presidency Context:

The Information and Technology Solutions (ITS) Vice Presidential Unit (VPU) enables the World Bank Group to achieve its mission of ending extreme poverty and boost shared prosperity on a livable planet by delivering transformative information and technologies to its staff working in over 150 locations. Unit Context:

The IT Transformation Management (TM) function enables ITS to deliver measurable business impact by strengthening how strategy, execution, and performance measurement connect across the organization. TM serves as an integrator across operating model priorities, ensuring ITS modernization efforts contribute to the World Bank Group's Evolution Roadmap and are supported by clear outcomes, disciplined execution, and transparent performance reporting.

The Transformation Office plays a central role in elevating how ITS delivers value by evolving the IT operating model toward greater clarity of ownership, improved value flow, stronger governance, and measurable performance management. This work requires coordinated progress across nine interdependent operating model components: Performance, Organizational Structure, Ways of Working, Tools/Assets, Places, Talent, Sourcing & Alliances, Decision Rights, and Financials.

This role supports transformation progress-ensuring ITS can continuously improve delivery outcomes while strengthening governance, workforce readiness, and enterprise-wide operating model maturity over time.

Duties and Responsibilities:

A. Agile Ways of Working Enablement & Delivery Coaching


Coach teams and leaders across ITS in adopting and strengthening Agile ways of working, including Scrum, Kanban, and other fit-for-purpose frameworks, adapting practices to team context and maturity.
Facilitate working sessions, team workshops, and leadership discussions to help teams clarify goals, improve collaboration, and accelerate delivery outcomes.
Support teams in establishing effective backlog management, prioritization, and flow practices that improve transparency and predictability.
Identify delivery bottlenecks, coordination challenges, and workflow inefficiencies, and work with teams to implement practical improvements.
Encourage a culture of continuous improvement, helping teams reflect on outcomes and evolve their practices over time.

B. Team Formation, Collaboration & Ownership Clarity

Support teams in defining clear roles, responsibilities, and ownership models to improve accountability and reduce friction in day-to-day delivery.
Help teams strengthen collaboration across functions and reduce handoffs that slow down delivery.
Facilitate structured conversations that help teams align on ways of working, priorities, and expectations.
Identify areas where organizational structures, processes, or practices create barriers to effective teamwork and propose improvements.

C. Execution Visibility, Flow & Tooling Practices

Support teams in effectively using enterprise delivery tools (e.g., Azure DevOps) to manage work, improve visibility, and track progress.
Encourage consistent practices around backlog hygiene, workflow management, and delivery tracking to strengthen transparency and accountability.
Help teams interpret delivery metrics and flow indicators to identify opportunities to improve predictability, quality, and delivery speed.
Contribute insights that help leadership understand delivery patterns and systemic impediments.

D. Leadership Enablement & Continuous Improvement

Partner with leaders and delivery teams to strengthen understanding of Agile principles, team dynamics, and effective collaboration practices.
Facilitate retrospectives, learning sessions, and improvement workshops that help teams evolve their practices.
Provide practical guidance and coaching that helps teams adapt Agile practices to their context while maintaining focus on outcomes and value delivery.

E. Stakeholder Engagement & Executive Communication

Engage with stakeholders across ITS and the broader WBG community to build understanding of Agile ways of working and how they support the organization's transformation goals.
Communicate clearly with executive leadership and business partners on how Agile practices improve transparency, collaboration, and value delivery.
Help translate Agile frameworks and delivery practices into clear, mission-oriented narratives that resonate with non-technical audiences.
Support leaders in understanding how Agile adoption strengthens the institution's ability to deliver outcomes in support of the WBG mission.
Foster open dialogue with stakeholders to address questions, align expectations, and reinforce shared ownership of transformation outcomes.

Selection Criteria

Experience: Typically requires a Master's degree with 5 years of experience or a Bachelors Degree with a minimum of 7 years of relevant experience, or equivalent combination of education and experience.
Experience supporting IT operating model change, transformation enablement, and organizational change.
Experience using delivery and planning tools (e.g., Azure DevOps or Jira).
SAFe Program Consultant (SPC) or equivalent Agile coaching certification; SAFe Product Owner/Product Manager (POPM) or similar product management certification; certifications in Scrum, Kanban, or enterprise Agile coaching (e.g., ICP-ACC, ICP-ENT, CSM/CSPO or equivalent); Design Thinking / Human-Centered Design; and Prosci Certified Change Practitioner (PCCP) or comparable change enablement certification. Skilled in: Agile tooling, SDLC, DevOps, Digital Transformation Coaching, Principles of Information Technology
