Required:
* Valid Driver's license, access to reliable transportation with proof of current auto insurance
* Associate's degree plus 4 years of relevant work history, or 6 years of relevant or related work history
* Four years of experience in leadership/supervisory role
* Satisfactory criminal background check
* Knowledge of office procedures, machines and processes
* Maintain professionalism in high pressure crisis situations with escalated visitors, applicants and/or program participants
* Active listening skills to understand and acknowledge the concerns of others while maintaining a calm and respectful demeanor to prevent further escalation and work towards a peaceful resolution
Summary:
This position supports the organizational mission by providing oversight of all activities related to our energy assistance program including team member training, reviewing and authorizing benefit payments, monitoring for compliance, program operation and program development. This position is required to provide services in both Klamath and Lake Counties. This position is a member of our leadership team.
Duties Include:
* Draft, edit and submit all implementation reports and budgets due to Oregon Housing and Community Services (OHCS) prior to the deadline each biennium
* Provide effective oversight of the Energy Assistance team through regular meetings, quality assurance reviews
* Review and submit all required reporting to funding sources prior to the deadline
* Attend and engage in all Oregon Energy Coordinators and Affiliates (OECA) meetings
* Provide public comments as requested by OHCS, the Community Action Partnership of Oregon (CAPO) and/or OECA on the draft LIHEAP State Plan, administrative rules changes or programmatic changes
* Identify regional or national training events to support team member's professional growth/development
* Track and engage in Oregon Public Utilities Commission activities as appropriate to represent low-income Oregonians living in Klamath and Lake counties
* Ensure program access is available to any/all potential applicants by ensuring program materials and information are available in applicable languages other than English
* Advocate on behalf of low-income Klamath and Lake community members by providing information, education and requested information to CAPO, local, county, state, and national elected officials
* Develop and conduct program evaluation in coordination with Energy Assistance team members to identify areas of improvement, increase access to high energy users, improve service delivery processes and ensure compliance is met or exceeded
* Plan for programmatic funding carry forward prior to the end of the fiscal year and coordinate with the Finance Director to complete required documents to ensure funding carry forwards are not delayed
