Location: Phoenix or Mesa, Arizona (100% Onsite)
Job Type: Full-Time | Direct Hire | Permanent
Compensation: Up to $140,000 (DOE) Performance Bonus
Experience Required: 8 Years
License: Arizona Professional Engineer (PE) License required or ability to obtain within 6 months

Position Overview

We are seeking an experienced Municipal Project Manager to lead the planning, design, and successful execution of municipal infrastructure and land development projects. This leadership role is ideal for a licensed Civil Engineer with strong project management experience who thrives in a collaborative environment and is passionate about delivering high-quality engineering solutions.

The Municipal Project Manager will oversee multidisciplinary teams, manage client relationships, ensure regulatory compliance, and deliver projects on time and within budget while mentoring junior engineering staff.

Key Responsibilities

  • Lead and manage municipal infrastructure projects from concept through construction.
  • Direct the planning, design, and delivery of projects involving:
  • Water Distribution Systems
  • Wastewater Collection Systems
  • Stormwater Drainage
  • Roadway Improvements
  • Site Development
  • Parks and Recreation Facilities
  • Prepare and review:
  • Basis of Design Reports
  • Feasibility Studies
  • Engineering Reports
  • Preliminary and Final Design Documents
  • Develop construction drawings, specifications, technical reports, and cost estimates.
  • Manage project scope, budgets, schedules, staffing, and overall project execution.
  • Serve as the primary point of contact for municipal clients throughout the project lifecycle.
  • Coordinate with contractors, subconsultants, utility companies, and regulatory agencies.
  • Ensure compliance with municipal standards, engineering codes, and permitting requirements.
  • Conduct Quality Assurance/Quality Control (QA/QC) reviews to ensure technical accuracy and constructability.
  • Mentor, supervise, and support junior engineers, EITs, designers, and CAD staff.
  • Participate in business development activities including proposals, presentations, and client meetings.
  • Foster long-term client relationships while identifying opportunities for future work.

Required Qualifications

  • Bachelor's Degree in Civil Engineering.
  • Arizona Professional Engineer (PE) License or ability to obtain within six months.
  • Minimum 8 years of Civil Engineering experience.
  • Minimum 3 years of Project Management experience.
  • Strong experience managing municipal infrastructure projects.
  • Knowledge of water, wastewater, stormwater, roadway, and site development engineering.
  • Experience managing project budgets, schedules, and multidisciplinary teams.
  • Strong understanding of municipal engineering standards, permitting, and regulatory requirements.
  • Excellent communication, leadership, and client management skills.

Preferred Technical Skills

Experience with one or more of the following software:

  • AutoCAD Civil 3D
  • HEC-HMS
  • HEC-RAS
  • EPA SWMM
  • WaterCAD
  • SewerCAD
  • StormCAD
