Job Description:
Security Clearance:
- Secret clearance, or ability to obtain Secret. Resume must state the candidate's current clearance level.
Work Experience Mandatory:
- Same Agency experience, must demonstrate qualifications to perform the requested project-management services and experience on projects of similar size, scope, complexity, and results. Must be capable of leading and overseeing the contractor team, taking responsibility for contract performance, and having authority to act for the Contractor on matters relating to daily contract operations.
Education/Certifications Nice to Have:
- Bachelor's or Master's degree in IT, Cybersecurity, Computer Science, Information Systems, Business, Engineering, or related field. PMP, PMI-ACP, CSM, SAFe, ITIL, or similar project/agile credentials are desirable but not solicitation minimums.
Work Experience Nice to Have:
- Federal IT/cybersecurity program or project management; Identity and Access Management (IAM/IdAM); SailPoint; Okta; Zero Trust; Agile/Scrum; DevSecOps; cloud/hybrid environments; FedRAMP; NIST RMF; SPA cybersecurity engineering; budget/financial management; performance metrics; stakeholder coordination; backlog and release management.
References/Certificates/Diplomas Required:

Roles And Responsibilities:
- Lead and oversee contractor personnel supporting the USAidam program and associated identity governance, authentication, privileged access management, secure file exchange, and cybersecurity initiatives.
- Serve as the Contractor team's primary interface with Government Program and Project Managers.
- Coordinate project calls with stakeholders, including U.S. Attorneys System Owners.
- Coordinate with Government PMs on strategic decisions and the USAidam program roadmap.
- Develop and maintain project plans covering mission requirements, schedules, milestones, issues, dependencies, and Government-directed time constraints.
- Gather program requirements from stakeholders and manage/groom the product backlog, including milestones, issues, epics, subtasks, features, and enhancements.
- Plan and manage incremental releases, features, pilots, proofs of concept, and technical implementation activities.
- Facilitate Agile ceremonies and discussions among Contractor and Government team members.
- Coordinate responses to security patches, hotfixes, and time-limited Vulnerability Patch Requirement notices.
- Coordinate with Cybersecurity Services teams supporting Security and Privacy Assessment & Authorization (SPA&A) activities.
- Support the DevSecOps approach, including configuration management, change management, test planning, security planning, releases, deployments, monitoring, and documentation.
- Develop and maintain performance metrics and provide monthly and ad hoc performance reporting.
- Coordinate weekly and monthly project status reporting, including risks, issues, corrective actions, deliverable status, and system performance metrics.
- Coordinate training materials, user manuals, end-user communications, SPA&A artifacts, and other SDLC documentation.
- Support QA/UAT activities, including smoke testing, regression testing, post-deployment validation, release notes, and deployment summaries.
- Coordinate maintenance of JCAM security artifacts and NIST RMF-aligned SPA&A activities.
- Maintain visibility of Government Furnished Equipment assigned to Contractor personnel and provide property reports when requested.
- Support continuity of operations and transition-in/transition-out activities.
