Position Overview
The Mississippi Division of Medicaid (DOM) is seeking a senior Director of IT Services to lead enterprise IT infrastructure, cloud operations, network services, service desk functions, vendor management, and technology modernization initiatives.
The role will work closely with the CIO/CTO and provide both strategic leadership and operational oversight across DOM's IT environment.
Key Responsibilities
- Lead enterprise IT infrastructure, cloud, network, and service desk operations.
- Oversee AWS cloud operations, migration initiatives, governance, performance, and cost optimization.
- Manage enterprise networks, telecommunications, DNS, load balancing, wireless, and connectivity services.
- Lead major incident management, service delivery, disaster recovery, and infrastructure modernization.
- Establish IT service management processes, KPIs, SOPs, service catalogs, and executive reporting.
- Manage technology vendors, contracts, SOWs, procurement activities, and escalations.
- Partner with cybersecurity teams to support HIPAA, CMS, and Mississippi ITS security requirements.
- Lead technical teams and coordinate with infrastructure, networking, cybersecurity, architecture, procurement, and application teams.
- Communicate IT performance, risks, and technical issues to executive leadership.
Required Qualifications
- 10 years of progressive IT experience with enterprise infrastructure and operations.
- 8 years of IT leadership/management experience supervising technical teams.
- 2 years managing enterprise AWS environments, including EC2, S3, IAM, VPC, CloudWatch, and Landing Zone.
- 2 years of enterprise networking experience, including LAN/WAN, DNS, load balancing, wireless, and telecommunications.
- 2 years with enterprise monitoring/observability platforms.
- 2 years managing IT service desk operations and service-level management.
- 2 years of vendor management, contract oversight, SOW development, and procurement support.
- 2 years managing backup/data protection solutions.
- Strong knowledge of cybersecurity, IT governance, and compliance in regulated environments.
- Excellent communication skills with the ability to present technical information to executive audiences.
- Bachelor's degree in IT, Computer Science, MIS, or related field, or equivalent experience.
Preferred Qualifications
- State or federal government IT experience, preferably Medicaid or healthcare.
- Experience with CMS interoperability, FHIR APIs, and healthcare data exchange.
- AWS certification and/or ITIL v4 certification.
- Experience with DevOps, CI/CD, infrastructure-as-code, IAM, and cloud migration.
- Experience with HIPAA and CMS security requirements.
- PMP or similar certification.
