The Wisconsin Department of Veterans Affairs (WDVA), Division of Enterprise Services, has an opening for a IS Systems Development Services Specialist (.Net Application Developer) to serve as part of the team in the Bureau of Information Services’ Application Development Unit.

This position may be headquartered in either Madison, King, or Union Grove, WI. The Madison headquarter location is the Wisconsin Revenue Building. The King and Union Grove headquarter locations are the Wisconsin Veterans Home at King and the Wisconsin Veterans Home at Union Grove. These positions work under a flexible hybrid work schedule that allows for up to 90% remote work.

Position Summary

IS Systems Development Services Specialist
The duties of this position include application analysis, development, and support. This position will independently, or as part of a team, meet system application development needs to include new application development, enhancements or maintenance of existing applications, and resolving complex problems. This position will also create and optimize WDVA’s database systems in correlation with developed applications. The incumbent will collaborate with agency business managers, IS customers and IS staff in completion of assigned duties that are both challenging and complex. This position performs advanced level duties with goals and priorities established by the IS supervisor.

Salary Information

The starting salary for this position is between $48.50 - 51.50 an hour ($100,880 - $107,120 annually). The IS Systems Development Services Specialist classification is in pay schedule and range 07-33.

Salaries are dependent on candidate qualifications. Compensation for current State employees may vary and will be set in accordance with the State Compensation Plan.

Job Details

This position is eligible to work remotely. Remote work is intended to be performed primarily in the State of Wisconsin. High speed internet access is a requirement of remote work. Remote work options are subject to change based on business needs.

Due to the nature of this position’s duties, candidates will be subject to a criminal background check prior to appointment.

Applicants must be legally authorized to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without sponsorship) at the time of application. WDVA does not sponsor work or student visas, either at time of hire or at any later time.

A twelve-month probationary period will be required.

Qualifications

Minimally qualified applicants will have:

  • Demonstrated proficiency with C# (LINQ, syntax, async/await, etc.); and
  • Experience with .NET (Core, version 6/7/8 or later, etc.); and
  • Experience building and consuming APIs (REST/JSON/HTTP, etc.); and
  • Demonstrated proficiency in SQL (basic CRUD queries, stored procedures, etc.)

Minimally qualified applicants will have experience with:

  • UI Frameworks (Blazor, React, Angular, etc.); or
  • API design, versioning, and security (OAuth, JWT, OpenAPI, etc.); or
  • Advanced SQL functions (database tuning, query optimization, etc.); or
  • DevOps practices including CI/CD Pipelines; or
  • Secure coding practices (input validation, encryption, etc.)
