  • Federal & Public Health Feeds: Implement, monitor, and maintain standardized messaging protocols, including:

    • APHL/CDC Public Health Laboratory Interoperability Project (PHLIP) HL7 ORU messages.

    • CDC Antibiotic Resistance Lab Network (ARLN) result messaging (CSV and HL7 ORU).

    • Electronic Laboratory Reporting (ELR) feeds to the state Acute Disease Service platform.

  • Web Portal Support: Support the ongoing development, enhancement, and maintenance of the PHL web requisition and test accessioning portal.

3. Laboratory Infrastructure & Network Integration
  • Subnet & Instrument Interfacing: Configure and support laboratory subnet connections, static IP configurations, serial data connections, and automated file-transfer protocols for diagnostic and analytical lab instruments.

  • Troubleshooting & Triage: Investigate hardware/software interface failures, implement remedial workarounds, and document resolutions according to stringent clinical protocols.

4. Regulatory Compliance & Grant Support
  • Quality & Accreditations: Maintain all system modifications, validation scripts, and audit documentation in strict compliance with CLIA, CAP, and HIPAA standards.

  • Federal Grants Support: Review CDC/PHL Funding Opportunity Announcements (FOAs/NOFOs) to help draft technical narratives, justifications, implementation milestones, and budget line items for competitive public health technology grants.

  • Standard Operating Procedures: Develop and deliver end-user training, operational runbooks, and procedural documentation for laboratory personnel and administrative leadership.

Candidate QualificationsRequired Qualifications
  • Education: Bachelor’s degree from an accredited institution, preferably in a scientific, bioinformatics, computer science, or related technical field.

  • Experience: Minimum of four (4) years of progressive professional experience in laboratory information systems administration, IT systems engineering, or clinical laboratory operations.

  • Regulatory Acumen: Proven working knowledge of federal regulatory requirements governing medical and public health laboratories, including CLIA, CAP, and HIPAA.
