Winona County is accepting applications for this position until 4:00 p.m. November 12, 2025. This position starts at $31.17/hour (DOQ) with advancement up to $41.03/hour. Characteristics of Class: Under general direction of the Human Resources Director, an employee in this class is responsible for ensuring the organization adheres to all applicable laws, regulations, and relevant internal policies related to safety/human resources developing and implementing safety programs, ensuring compliance with regulations and providing human resources and safety training, as well as conducting audits, creating/updating relevant policies, and addressing compliance issues. Under general direction of the Human Resources Director, designs, implements, and coordinates training programs for employees, ensuring that all required compliance training is completed on time. Under general direction of the Human Resources Director, works with leadership to assess training needs and ensures that training programs align with department-specific goals. Monitors trends in compliance requirements and recommends changes or updates to training programs as needed. Maintains records of all training activities and compliance audits. Coordinates and assists with performance management initiatives, ensuring they align with county standards. Serves as the County s safety officer and provides safety, risk management, and loss prevention services to Winona County departments. Prepares and maintains OSHA logs and workers compensation claims. Analyzes workers' compensation claims and makes recommendations for loss control. Manages the Drug and Alcohol Program and testing. Manages employee Wellness and Safety programs; supports committees, schedules meetings, and handles agendas and records. Works with employees, supervisors and outside agencies to provide duties that meet restrictions for injured employees to return to work as soon as possible. Recommends ways to improve procedures, practices, and activities to help County departments carry out functions safely. Provides department heads with safety procedures, manuals, directives, and other required information related to safety. Conducts safety inspections of all County work sites; observes working conditions and identifies safety hazards. Assists and advises department managers in proper administration of the safety program: basic training, employee records, accident investigation, awareness charts, physical reports, and audits. Performs reviews and audits of the HIPAA policies and procedures, and the organization s compliance with standards. Assists with developing professional development opportunities that support career growth and employee retention.
