POSITION TITLE : Administrative Associate IV

HOURS PER WEEK : 40
WORK HOURS : 6am – 4pm/7am – 3pm
DEPARTMENT : Highway
PAY BASIS : Hourly
PURPOSE AND SUMMARY :
Performs a variety of accounting and administrative functions to support the Highway Department.
ESSENTIAL FUNCTIONS :
1. Assists with the accounting of daily labor and equipment costs in the county time card system, RT Vision labor entry and the state subsidiary billing system. Assists the Finance Manager with confidential personnel related documentation, including WisDOT PARS inquiries, worker’s compensation reports and logs, and setting up employee files.
2. Provides administrative services such as processing permit applications from residents, submitting essential reports and correspondence for the Highway Commissioner, taking and typing of minutes for Highway Committee meetings, and coordinating all equipment, capital purchases, and road maintenance material bids and quotes.
3. Assists in the processing of invoices to be paid by ensuring there are appropriate purchase orders issued and that all items have been received prior to payment.
ADDITIONAL ESSENTIAL DUTIES :
1. Acts as a point of contact for the RT Vision electronic labor/equipment/material program.
2. Assists the Highway Finance Manager with new hire set ups, displaying job postings from HR, creating employee files.
3. Maintains employee emergency contact information.
4. Responsible for scheduling of Highway Committee meetings, along with scheduling rooms to be used for other department meetings.
5. Provides back up to two other positions within the office.
6. Opens, sorts and distributes incoming postal and interdepartmental mail.
7. Coordinates with volunteers on the Adopt A Highway program.
8. Manages the content of the county highway department web page.
9. Answers telephone calls and walk-ins from the public.
10. Assists the Highway Commissioner with projects as needed.
11. Performs other related duties as may be assigned.
WORK RELATIONSHIPS :
1. Reports to the Highway Finance Manager.
2. Works with the Highway Commissioner, all supervisory staff, Financial Associate I, and the general public.
REQUIRED EDUCATION, EXPERIENCE, TRAINING, AND CERTIFICATION :
1. High School Diploma or equivalent.
2. Minimum of 5 years experience in an administrative position.
KNOWLEDGE, SKILLS, AND ABILITIES :
1. Ability to display a positive and upbeat attitude when dealing with fellow employees and the general public.
2. Knowledge of office terminology, practices, procedures, and equipment.
3. Ability to operate a variety of office equipment.
4. Good computer skills including ability to use office software and ability to quickly learn specialized software used by the department.
5. Strong written and verbal communication skills along with good organizational skills.
6. Ability to perform data entry with accuracy and timeliness.
PHYSICAL REQUIREMENTS :
1. Ability to perform most work from a sedentary position.
2. Ability to use computer, telephone, and other normal office equipment.
3. Ability to function in situations encountered in a normal office setting.
