Winnebago County is seeking a dedicated and experienced Highway Equipment Superintendent to join our team, with the position opening due to an upcoming retirement in February 2026. This position is responsible for overseeing the maintenance, repairs, and acquisition of Highway Fleet Vehicles.

This is a safety-sensitive role subject to DOT drug and alcohol testing requirements. The candidate must be available to work during regular business hours and participate in an on-call rotation to respond to after-hours emergencies and highway conditions.

PURPOSE AND SUMMARY:

Supervises the maintenance and acquisition of the Highway Department fleet. Develops equipment bid specifications related to equipment procurements and upgrades, with a focus on efficiency and cost effectiveness. Monitors and coordinates the condition of the Highway Department facility and grounds. Supervises the maintenance of other county department equipment and vehicles. Works closely with department supervisory staff and ensures safe workplace practices are followed.

ESSENTIAL FUNCTIONS:

  • Directs the annual and long-term planning for the acquisition, replacement, and maintenance of vehicular and construction equipment for the Highway Department. Prepares accurate cost estimates, bids, and specifications, recommend capital and repair projects, and assist in the development of equipment budgets. Oversees the efficient and cost-effective maintenance, repair, and procurement of a diverse fleet of vehicles and machinery. Monitors and manages the stockroom and parts inventory to ensure availability, proper tracking, and accountability of all materials required for equipment operation and upkeep.
  • Supervises the maintenance, security, safety, and repairs of county garages, yards, and storage buildings located throughout the county.
  • Organizes, distributes, and delegates work to subordinates fairly and impartially. Provides clear and appropriate direction to employees. Provides training and coaching to subordinates. Ensures that staff has the resources and flexibility to perform, improve, and learn in their jobs. Keeps open communication with subordinates, listens to them, and provides feedback. Positively motivates, mentors, and leads employees. Provides appropriate and timely performance evaluations for all subordinates.

REQUIRED EDUCATION, EXPERIENCE, TRAINING, AND CERTIFICATION:

  • Certification from a diesel mechanics program. Automotive Service Excellence (ASE) certified in 3 or more specialties preferred.
  • A minimum of 3-5 years’ work experience in a supervisory role, preferably in fleet and/or heavy equipment maintenance.
  • Must have knowledge, skill and ability in the field of mechanical repair and operations of light to heavy equipment associated with highway operations, operation and principals of the operation of engines, transmissions, drive trains, brake systems, hydraulic systems, and air-operated systems and the skill and ability to operate diagnostic equipment used in trouble shooting various systems.
  • Current valid Class A commercial driver’s license and tanker (N) endorsement, as well as the ability to legally operate CMV's with Air Brakes and Tractor/Trailers.
  • Ability to obtain and maintain the State of Wisconsin Operator A & B for Underground Storage Tank System (UST) certification within one year of hire.
