Windham & Windsor Housing Trust’s Homeownership program is dedicated to expanding homeownership opportunities for people of Windsor and Windham Counties and enhancing the financial security, safety and wellbeing of renters and homeowners. The Homeownership Center provides a wide range of assistance for homeowners, property owners and potential homeowners, with programs available for pre-purchase education and counseling, providing low interest loans to families needing repairs, default counseling and foreclosure prevention, providing affordable homeownership through Shared Equity grants and funding for creating affordable rental units.
Job Summary: The Multi-Family Program Specialistprovides technical assistance to multi-family property owners accessing government funded grants and loans to create or improve rental units. In partnership with the Multi-Family Administrator, the Program Specialist ensures a smooth process from inquiry through application, approval, construction, completion and lease up of the units. The Program Specialist provides direct customer service to property owners as they move through the program loan application and construction phases including site visits, permit review, contracting and construction
Essential Job Duties:
· Provides technical assistance to property owners to ensure they understand program requirements
· Ensures property owners provide all needed documentation including scopes of work, estimates, contracts, site control verification, permits and documents meeting program standards.
· Accurately interprets and implements grant restrictions as documented in program policies and procedures.
- Participates in Apartment Repair team meetings including case review and identifying potential obstacles for successful completion of projects following all program requirements.
· Conducts eligibility site visits and progress payment inspections
· Maintains file documentation in client management system (Homekeeper) and WWHT file system per policies and procedures.
· Works in partnership with Multi-Family Program Administrator to carry out the program under the supervision of the Lending Manager.
Inquiry and Eligibility Stage
· Works in partnership, as needed, with Multi-Family Program Administrator and applicants to obtain additional information needed to complete file and determine applicant’s eligibility.
· Conducts feasibility visit, reviews program requirements with property owner and writes a feasibility report analyzing the feasibility of the property owners plans, potential obstacles including potential of environmental hazards, permitting obstacles, suitability of location for potential tenants experiencing housing insecurity, and adequate scope of work to achieve the property owners’ plans within a reasonable cost.
· Works with Apartment Repair team to score applicant and final determination of the applicant eligibility.
Loan Application Stage
· Works with property owners to collect needed documentation including site control, scopes of work, budgets, contracts, and permitting, and ensures the documentation meet State grant requirements and WWHT policies and procedures.
· Forwards completed Loan applications to Loan Manager.
· Maintains communication with property owner during application review process.
Construction Stage
- Coordinates necessary communication with applicable local, State, and Federal code compliance officials including local health officers and fire safety and State and Town permitting personnel.
- Works in partnership with Multi-Family Program Administrator to maintain clear communication with property owners.
· Provides inspections and in partnership with Lending Manager confirms property owners are eligible to receive halfway point and completion progress payments.
Leasing Stage
· Coordinates smooth hand-off to Multi-Family Program Administrator regarding leasing process at halfway point of construction to ensure timely coordination between property owner and coordinated entry organizations.
General
- Maintains accurate and confidential files in accordance with WWHT policies and that of any regulatory agency.
· Ensures that all administrative procedures comply with good organizational practices.
· That internal and external communications are timely and effective.
· Ensures that the reporting systems are carried out effectively and within proper time frames.
Job Specifications:

· A valid driver’s license and a car in working condition is required.

Physical and Mental abilities:
The specialists must have the physical and mental abilities to perform the essential job duties listed above. However, reasonable accommodation may be extended to help perform those duties. The job entails long periods of sitting at a desk as well as trips to properties being funded. There may be prolonged periods of computer work. While performing the essential duties of this job the coordinator may have to use hands and fingers, walk, stand, reach, or lift up to 25 pounds.

Windham & Windsor Housing Trust is a non-profit, member-based organization. The work entails significant self-motivation. Occasional travel to meetings and seminars may be required.
