Operations Manager – Public Transportation

Windham Region Transit District (WRTD) is the regional public transportation provider serving nine towns in Northeastern Connecticut. WRTD operates fixed-route bus service, ADA Paratransit, Dial-a-Ride services, and transportation programs for the University of Connecticut - including UConn shuttle and Accessible Van Services. Position Summary
WRTD is seeking a highly responsive, solutions-driven Operations Manager to oversee day-to-day transportation operations. This leadership role is responsible for managing transit operations, dispatching, employee supervision, customer service, safety, scheduling, compliance, and operational performance.

Key ResponsibilitiesOperations Management
- Manage daily fixed-route and demand-response transit operations
- Supervise drivers, dispatchers, and operational staff
- Ensure compliance with WRTD policies and federal/state transportation regulations
- Monitor service performance, passenger trends, and operational efficiency
- Prepare monthly operational reports and performance data for Board meetings
- Evaluate service quality and implement operational improvements
- Oversee system operations in the absence of the Executive Director/Administrator
- Assist with oversight of vehicle maintenance operations
Employee Supervision & Leadership
- Hire, train, supervise, evaluate, and support operational staff
- Conduct performance evaluations and assist with employee development
- Address employee concerns and resolve operational issues
- Enforce policies and administer discipline when required
- Promote a culture of safety, accountability, and customer service
Bus Operations
- Schedule available fleet and staff to meet service demands
- Monitor and audit schedules, manifests, and operating documents
- Respond to road calls, emergencies, accidents, and service disruptions
- Investigate accidents and prepare required reports/documentation
- Oversee vehicle registration, insurance, fueling, and cleaning
- Conduct road supervision, time checks, and service observations
- Manage bus stop signage and amenities
- Operate transit vehicles when necessary
Dispatch & Customer Service
- Utilize Ecolane scheduling software to monitor and improve service efficiency
- Respond to customer inquiries and service requests
- Investigate complaints and follow up with customers
- Maintain customer records, trip data, and complaint tracking files
- Monitor on-time performance and recommend operational improvements
- Serve as dispatcher during staffing shortages, emergencies, or high call volumes
Administration & Compliance
- Maintain accurate operational and service records
- Prepare operational data and reporting for funding agencies
- Analyze ridership trends and develop action plans
- Prepare special operational analyses and reports as assigned
- Attend Board meetings and present operational reports
- Perform run-cutting and employee scheduling
QualificationsRequired Qualifications
- High school diploma and five (5) years of experience in public transportation operations, logistics, or related operational management
OR
- Bachelor’s degree in business administration, logistics, transportation, or a related field and three (3) years of relevant experience
- Knowledge of federal, state, and local transportation safety regulations
- Ability to learn and navigate the WRTD service area
- Strong leadership, problem-solving, and organizational skills
- Ability to work effectively in emergency and rapidly changing situations
- Strong written and verbal communication skills
- Ability to pass a CDL physical and FTA drug and alcohol screening
- Must possess and maintain a Connecticut CDL Class B license with Passenger and Public Service endorsements
Preferred Qualifications
- Experience with public transit scheduling or dispatch software
- Experience with Ecolane or similar transit scheduling systems
- Experience in fixed-route and/or demand-response transportation
Computer Skills
- Microsoft Office Suite (Word, Excel, Outlook)
- Email and internet applications
- Scheduling and dispatch software experience preferred
Work Environment
- Approximately 50% office environment
- Approximately 50% field work, including vehicle and outdoor operations
Physical Requirements
- Ability to sit, stand, walk, reach, and use hands regularly
- Ability to occasionally lift up to 10 pounds
- Ability to maintain close vision and focus
