The CFO has full executive accountability for all financial functions, including accounting, financial planning and analysis, treasury, tax, revenue audit, procurement, and capital strategy. This role ensures that financial systems, reporting structures, and internal controls support a highly regulated, cash-intensive gaming environment while enabling operational agility and strategic decision-making while following the standardized GAAP framework.

The CFO also serves as the principal financial liaison with regulators, external auditors, financial institutions, and ownership stakeholders, ensuring transparency, compliance, and the highest standards of governance and accountability.

DUTIES AND RESPONSIBILITIES:

Strategic Leadership

  • Serve as a core member of the executive leadership team, shaping enterprise strategy and ensuring financial alignment with organizational objectives, growth initiatives, and long-term sustainability.
  • Provide strategic financial leadership across all business verticals, including gaming, hotel operations, food & beverage, retail, entertainment, and ancillary revenue streams.
  • Lead the development of multi-year financial strategies, including capital deployment, reinvestment strategies, debt structuring, and liquidity planning.
  • Advise the CEO on financial risks, opportunities, economic trends, and market positioning.
  • Translate operational performance into actionable financial insights to improve EBITDA, cash flow, and return on invested capital.
  • Establish organizational financial KPIs and accountability structures tied to strategic objectives.
  • Lead financial due diligence, modeling, and execution for expansions, renovations, and strategic initiatives.
  • Partner with operations leadership on pricing strategies, promotional reinvestment, and yield management.
  • Foster a culture of financial discipline, transparency, and data-driven decision-making.

Financial Management & Reporting (Full Ownership)

  • Maintain full executive ownership of all accounting, financial reporting, and financial planning functions.
  • Ensure the integrity, accuracy, and timeliness of all financial statements in accordance with GAAP and applicable regulatory standards.
  • Oversee budgeting, long-range planning, and rolling forecasts tied to operational drivers.
  • Direct all general ledger, reconciliation, and financial close processes.
  • Implement and enhance financial systems and reporting tools to support scalability, real-time decision-making, and forecasting initiatives.
  • Provide comprehensive financial reporting packages, dashboards, and variance analyses to executive leadership and governance bodies.
  • Establish and enforce cost control measures and financial performance accountability across all departments.

Regulatory Compliance & Internal Controls

  • Establish and maintain a robust internal control environment to safeguard assets and ensure compliance.
  • Ensure full compliance with all gaming regulations, including Minimum Internal Control Standards (MICS), and applicable federal, state, and tribal laws.
  • Serve as primary liaison with gaming regulators, auditors, and compliance agencies.
  • Oversee internal and external audits, ensuring timely resolution of findings.
  • Ensure compliance with all tax requirements, including gaming and payroll taxes.
  • Oversee AML/Title 31 compliance in coordination with compliance teams.
  • Develop, train upon, and enforce financial policies aligned with regulatory and industry standards.

Risk Management

  • Lead the development and execution of an organizational risk management framework.
  • Identify, assess, and mitigate financial, operational, and regulatory risks.
  • Design, train upon, and Implement fraud prevention and detection controls in a high-volume cash environment.
  • Oversee insurance programs and risk transfer strategies.
  • Ensure effective controls over cage operations, vault, and cash handling procedures.
  • Develop contingency and financial resilience plans for economic and operational disruptions (economical and acts of god).

Gaming & Hospitality Revenue Oversight

  • Oversee revenue audit functions ensuring accuracy and compliance of all gaming and non-gaming revenues.
  • Monitor gaming performance, including slot win, table hold, and promotional effectiveness.
  • Partner with marketing and player development leadership to design and execute promotional strategies that drive revenue growth while maintaining fiscal discipline, measurable ROI, and accountability.
  • Analyze hotel and resort KPIs, including occupancy, ADR, and RevPAR.
  • Collaborate with all departments, including non-gaming operations that may operate at a planned loss, to evaluate performance through a total enterprise lens, ensuring investments in guest experience drive measurable returns in visitation, spend, and overall profitability.
  • Align financial strategy with operational execution across all revenue-generating departments.

Cash Management & Capital Strategy

  • Oversee treasury operations, including cash flow forecasting and liquidity management.
  • Manage banking relationships and capital structure, including debt financing.
  • Evaluate and execute capital projects aligned with strategic priorities and ROI expectations.

Leadership & Team Development

  • Lead and develop finance, accounting, revenue audit, and procurement teams.
  • Build a high-performance culture focused on accountability, development, and succession planning.
  • Ensure strong cross-functional collaboration and financial literacy across the organization.

Operational Essential Functions

  • Ability to analyze complex financial and operational data and provide strategic recommendations.
  • Ability to communicate effectively with executive leadership, board members, regulators, and stakeholders.
  • Ability to work extended hours in a 24/7 operational environment as needed.
  • Ability to attend meetings, presentations, and hearings, including occasional travel.

Qualifications

Education & Experience

  • Bachelor’s degree in Finance, Accounting, or related field required; MBA and/or CPA strongly preferred.
  • Minimum of 10–15 years of progressive financial leadership experience, including executive-level responsibility.
  • Significant experience within financial auditing.

Licensing & Certifications

  • Must be able to obtain and maintain all required gaming licenses.
  • CPA or equivalent certification or the ability to obtain one within 2 years.

The CFO is accountable for achieving measurable financial, operational, and strategic outcomes aligned with organizational goals. Performance will be evaluated based on the following:

Financial Performance

  • Ability to accurately forecast EBITDA per quarter and annually within 3-5%
  • Achievement of EBITDA, revenue growth, and profitability targets.
  • Effective cost control and expense management in line with budget.
  • Accurate forecasting within acceptable variance ranges.

Financial Reporting & Accuracy

  • Timely and accurate financial statements and reporting packages.
  • Efficient financial close processes and minimal audit adjustments.

Cash Flow & Capital Management

  • Strong liquidity and cash flow management.
  • Effective working capital optimization.
  • Successful execution of capital projects within budget and ROI expectations.

Compliance & Internal Controls

  • Successful audits with no material findings.
  • Full compliance with gaming regulations, tax requirements, and AML standards.
  • Continuous improvement in internal control effectiveness.

Risk Management

  • Implementation and maintenance of enterprise risk management practices.
  • Reduction in financial and operational risk exposure.
  • Effective fraud prevention training initiatives and mitigation.

Revenue Optimization

  • Accurate revenue reporting and improved gaming and hotel performance metrics.
  • Optimization of occupancy, ADR, RevPAR, and gaming yields.

Strategic Execution

  • Delivery of long-range financial plans and strategic initiatives.
  • Achievement of ROI targets on capital investments.

Leadership & Governance

  • Development of a high-performing finance team.
  • Ability to coach/mentor financial team members to overall skill sets with targeted succession planning initiatives.
  • Effective communication with CEO and Tribal Council.
  • Strong relationships with regulators, auditors, and financial institutions.
