Human Resources Generalist for Certified Personnel - Licensure
JOB GOAL
The HR Generalist for Certified Personnel provides comprehensive human resources support for certified staff across Wilson County Schools. This role ensures efficient recruitment, onboarding, employee relations, data integrity, and compliance with state and federal regulations. The ideal candidate thrives in a fast-paced environment, demonstrates exceptional attention to detail, and delivers outstanding customer service.
QUALIFICATIONS
The ideal candidate will have experience in human resources within an educational setting and possess at least a high school diploma or general equivalency diploma, with a bachelor's degree strongly preferred. A minimum of three years of comparable experience is required, involving secretarial, bookkeeping, or computer-related tasks that demonstrate the ability to perform assigned duties with appropriate training. Strong attention to detail, the ability to quickly learn new information, and excellent verbal and written communication skills are essential. The candidate must also possess superior organizational skills, be proficient in database management, and meet satisfactory health and physical requirements.

ESSENTIAL FUNCTIONS
Recruitment
- Attend university recruitment events;
- Provide follow-up with potential applicants to ensure Wilson County Schools is well represented and positively promoted;
Hiring and Onboarding
- Work with supervisors/principals on the placement of certified employees;
- Post and maintain all certified vacancies via PowerSchool for access by the system website;
- Monitor applications, receive requests to hire from principals, vet prospective hires, and complete the onboarding process for certified hires;
- Review certified applications as needed by the applicant and/or administrator;
- Register and/or perform all necessary pre-employment checks for certified employees and obtain approval by the Deputy Director, as needed;
- Register and maintain records within E-Verify;
- Send information on newly hired personnel to the State;
- Assist in maintaining up-to-date job descriptions for certified employees;
- Verify salary placement for new hires and work with the payroll department to ensure accuracy; and
- Process hiring and transfer requests from PowerSchool system and into the MUNIS database.
Support Current Certified Staff
- Assist certified employees with licensure issues and questions, including initial licensure, advancement, and renewals;
- Prepare and submit requests for waivers, permits, and practitioner licenses in a timely manner;
- Verify, document, and maintain a database of previous experience for certified personnel (i.e., out-of-state, private school experience).
- Provide HR support and customer service to employees.
Data Entry & Integrity
- Develop a wide variety of written materials (e.g., forms, outlines of procedures, etc.) for documenting activities, providing written reference, and conveying information;
- Create and maintain workflow for the application software (PowerSchool) to best suit the needs of the department and system users (certified staff only);
- Post and maintain all certified transactions on the vacancies lists and in position control;
- Maintain a database of employees and all pertinent information to run needed queries and reports;
- Maintain personnel records for current certified employees (i.e., scanning documents into LaserFiche as needed); and
- Enter employment actions in MUNIS for all certified employees (i.e, new hires, name changes, resignations, retirements, transfers, salary changes, and leave of absences) and complete all required steps to process the actions.
Administrative Support
- Prepare communications for personnel actions (i.e., data sheets, letters);
- Review and edit the Certified Employee Handbook in collaboration with the Human Resources Supervisor for Certified Personnel;
- Maintain knowledge of current Tennessee laws on licensure and tenure issues;
- Work in collaboration with the Human Resources Supervisor for Certified Personnel in determining teachers eligible for tenure;
- Comply with federal, State, and local legal requirements by following policies and procedures;
- Maintain and adhere to a calendar of deadlines;
- Correspond with principals and universities as necessary to complete HR tasks; and
- Provide support for the Human Resources Supervisor for Certified Personnel.
Event Coordination
- Assist with planning and preparation of Human Resources events, including career fairs and new teacher orientation.
Professionalism
- Respond to incoming emails and phone calls from employees, administrators, and applicants in a timely manner;
- Maintain employee confidence and protect operations by keeping personnel data confidential;
- Attend work regularly and on time, and;
- Contribute to team effort by performing other duties as assigned.
