Wilson County Solid Waste is seeking a Convenience Center Site Supervisor to oversee the daily operations of our 13 waste and recycling convenience centers, ensuring safe, efficient, and environmentally responsible handling of solid waste and recyclable materials. The position schedules, trains, participates in hiring, and supervises staff; assists customers, promotes recycling and waste diversion efforts, maintains regulatory compliance, and supports Wilson County's environmental stewardship objectives. Work also involves significant coordination of and performance of site maintenance to buildings, lights, compactors, fences, and grounds.  Work is performed in inside and outside environmental conditions and the employee is subject to the hazards of moving mechanical parts.  The employee may be subject to the final OSHA standards on bloodborne pathogens  Work is performed under the general supervision of the Solid Waste Director and Assistant Director

Additional Recycling Responsibilities

  • Oversee recycling collection, processing, and storage activities to ensure compliance with applicable regulations and program requirements.
  • Educate residents and customers on proper recycling practices and contamination prevention.
  • Inspect recyclable materials for contamination and take corrective action when necessary.
  • Coordinate the collection and shipment of recyclable commodities, including cardboard, paper, plastics, metals, electronics, used oil, batteries, and other approved materials.
  • Monitor recycling containers and arrange for timely hauling and replacement.
  • Track recycling volumes, diversion rates, and related performance metrics.
  • Promote waste reduction, reuse, and recycling initiatives to support sustainability goals.
  • Assist in developing and implementing public education and outreach programs related to recycling services.

This position ensures safe, efficient, and environmentally compliant disposal and recycling activities while supervising site personnel, assisting customers, maintaining records, and enforcing facility policies and procedures.

SPECIFIC DUTIES AND RESPONSIBILITIES


Essential Job Functions
  • Performs responsible administrative work supervising the collection, sorting, and compaction of Solid Waste for the County.

  • Supervises employees engaged in overseeing Convenience Center Sites; assists with hiring, training, and providing performance coaching and evaluation for assigned staff; develops and modifies schedules; and ensures safe working conditions and procedures.

  • Gather daily end-of-day reports to assign drivers on which containers need to be emptied at each Convenience Center Site and coordinate with Landfill Supervisor on emptying containers at Landfill.  Review load tickets daily.

  • Prepare monthly packets to deliver to the Sites the middle and at the end of each pay period to include Timecards, Calendars, and other needed items. 

  • Processes part-time employee timecards and submits them to Solid Waste Assistant Director for review.

  • Inspects Convenience Center Sites for proper operation and cleanliness, sorting of materials, monitoring disposal at proper collection containers, etc.

  • Coordinates the procurement of equipment, supplies, and materials for the operation of the Convenience Center Sites.

  • Researches and recommends policies and strategies for the efficient and effective management of Convenience Center Sites and potential markets for recyclable materials.

  • Prepares a variety of records and reports regarding personnel, work activities, and procurement practices.

  • Receives, documents, researches, and responds to customer requests and concerns.

  • Inspects and insures proper operation and cleanliness of Convenience Center Sites; coordinates preventive maintenance and minor repairs to compactors; coordinates major repairs; coordinates and participates in maintenance and repairs to Convenience Center Sites' buildings (painting, roofing, doors, windows, etc.), grounds (mowing and trimming), fences, roads (spreading gravel, etc.), and other facility needs.

  • Coordinates equipment maintenance with mechanic.

  • Performs other related work as required.

MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS

Physical Requirements: Must be able to physically perform basic life operations of fingering, talking, hearing, and repetitive motions.

Must be able to perform medium work exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Requires the ability to maintain body equilibrium when bending, stooping, crouching, climbing, reaching and/or stretching arms, legs, or other parts of body to grasp, push, pull or otherwise move objects. Physical requirements are for Medium Work.

Must have visual acuity to prepare and analyze data and figures, perform accounting, operate a computer terminal, and do extensive reading.

Data ConceptionRequires the ability to compare and/or judge the readily observable, functional, structural, or composite characteristics (whether similar to or divergent from obvious standards) of data, people or things.

Interpersonal CommunicationsRequires the ability to speak and/or signal people to convey or exchange information. Includes giving instructions, assignments and/or directions to subordinates or assistants.

Language Ability: Requires the ability to read correspondence, reports, forms, purchase orders, invoices, checks, a variety of manuals, parts books, handbooks, warranties, etc. Requires the ability to prepare correspondence, reports, maintenance records, forms, etc. using proper formats. Requires the ability to talk to people with poise, voice control, and confidence.

IntelligenceRequires the ability to apply rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists: to interpret a variety of instructions furnished in oral, written, diagrammatic, or schedule form.

Form/Spatial AptitudeRequires the ability to inspect items for proper length, width, and shape.

Motor CoordinationRequires the ability to coordinate hands and eyes rapidly and accurately when using automated office equipment, power equipment, and tools.

Manual Dexterity: Requires the ability to handle a variety of items, office equipment, control knobs & switches, mechanical equipment, etc. Must have minimal levels of eye/hand/foot coordination.

Color Discrimination: Requires the ability to differentiate between colors and shades of color.

Interpersonal TemperamentRequires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with persons acting under stress.

Physical CommunicationRequires the ability to talk and/or hear: (Talking: expressing or exchanging ideas by means of spoken words. Hearing:  perceiving nature of sounds by ear). Must be able to communicate via telephone.


KNOWLEDGE, SKILLS, AND ABILITIES
  • Working knowledge and the ability to interpret the laws, regulations, and compliance strategies regarding solid waste management.
  • Working knowledge of the County's personnel, budgeting, purchasing policies and procedures, and the ability to interpret them.

  • Working knowledge of modern supervisory principles and practices including motivation, communication, performance management, and leadership.

  • Ability to make non-routine, interpretative administrative decisions, independently in accordance with laws, regulations, County policies and procedures, and to solve problems, and answer questions.

  • Ability to develop and modify work procedures, methods and processes to improve efficiency.

  • Ability to plan, direct, and coordinate the work of staff.

  • Ability to communicate effectively orally and in writing.

  • Ability to exercise considerable tact, courtesy and firmness in frequent contact with the general public.

  • Ability to establish and maintain effective working relationships with County staff and the general public.

  • Skill in the maintenance and repair of motorized equipment.

  • Ability to maintain accurate records of employee work activities, time, schedules, and perform numerical tracking.

Minimum Training and Experience

Requires graduation from high school and considerable related experience including some mechanical and supervisory experience; or an equivalent combination of education and experience.

Special Requirements

  • Valid driver’s license in the State of North Carolina.

  • Possession of Class A or B CDL preferred.
  • Possession of or ability to obtain Landfill Operations Specialist certification within six months of employment.

  • Possession of or ability to obtain SWANA Recycling Coordinator Certification.

  • Intermediate Computer skills in Excel, Word, Outlook, and PowerPoint.
