Position: Property Manager (Part-Time, approx. 10-15 hours/week)

Position Overview
Willsboro Senior Housing, Corp. (WSH) seeks a part-time Property Manager to oversee the daily operations of a federally subsidized senior and disabled housing complex. The Manager ensures compliance with federal and state housing regulations, oversees tenant eligibility and lease
compliance, manages finances and reporting, and fosters a safe, respectful, and supportive community.
This role requires strong organizational skills, independent judgment, and the ability to balance regulatory requirements with tenant relations.
Key Responsibilities
Tenant Relations & Compliance
- Manage applications, waiting lists, certifications, and recertifications.
- Explain tenant rights and responsibilities under leases and rental assistance programs.
- Conduct regular unit and common area inspections.
- Hold tenants accountable for lease and policy compliance, issuing notices as needed.
- Facilitate monthly tenant meetings and provide follow-up communication.
- Address tenant concerns, conflicts, and emergencies with professionalism.
Facility Management & Safety
- Coordinate unit turnovers to ensure timely occupancy.
- Schedule and oversee inspections (safety systems, smoke detectors, fire extinguishers, etc.).
- Monitor property conditions and coordinate maintenance and repair needs.
- Remain available on-call for emergencies.
Financial Management & Reporting
- Collect and deposit rents and security deposits.
- Pay invoices and maintain financial records using QuickBooks Online.
- Reconcile monthly rent rolls, generate financial reports, and provide updates to the Board.
- Prepare the annual budget and submit required financial documentation.
Regulatory Compliance & Administration
- Complete and submit required Rural Development (RD), state, and federal reports on time.
- Maintain accurate tenant files and records in compliance with program rules.
- Participate in audits and provide documentation to accountants and agencies as required.
- Stay current on housing regulations and complete required certifications/training.
Qualifications
- Knowledge of state and federal housing rules (RD experience preferred).
- Proficiency with Microsoft Office, Google Workspace, and QuickBooks Online.
- Strong organizational and communication skills.
- Ability to manage multiple priorities and meet strict deadlines.
- Experience working with seniors or persons with disabilities, with sensitivity and
professionalism.
- Willingness to obtain and maintain certifications and ongoing training as required.
Hours & Compensation
- 10-15 hours per week
- Flexible scheduling with tenant notification.
- Compensation based on experience and within RD budget approval limits.
