The Role
The Public Sector Proposal Manager will lead and manage proposals and actively participate in the pursuit process. The ideal candidate is a self-starter with strong organizational skills, capable of managing multiple priorities and tasks independently, even in the face of shifting deadlines. They must demonstrate excellent verbal and written communication skills and maintain a strong commitment to excellence in all aspects of their work. This role will report directly to the Director of Marketing Operations.
What you will accomplish
- Lead and manage the end-to-end proposal process, including strategy development, scheduling, content development, reviews, and final submission of statements of qualifications (SOQs), proposals, and presentations.
- Develop and execute proposal strategies that align with company growth objectives and client priorities, ensuring a compelling and differentiated response.
- Partner with Project Executives, Project Managers, and technical teams to shape win themes, messaging, and technical narratives for complex pursuits.
- Oversee the development, organization, and continuous improvement of proposal content, including resumes, project descriptions, and technical materials.
- Manage and maintain proposal databases and content libraries to ensure accuracy, consistency, and accessibility of marketing materials.
- Provide leadership and direction throughout the proposal lifecycle, facilitating kickoff meetings, review milestones, and production efforts.
- Ensure all proposals meet high standards for quality, compliance, and brand consistency, including final oversight of editing, formatting, and RFP requirements.
- Translate complex technical solutions, construction approaches, and project strategies into clear, client-focused messaging.
- Manage Proposal Coordinator(s) activities through proposal process.
What we would like you to have
- Bachelor’s degree preferred, with 4–7 years of relevant experience; without a degree, 5 years of A/E/C industry marketing experience required.
- Proven experience in a marketing role within the Architecture/Engineering/Construction (A/E/C) industry.
- Strong understanding of A/E/C terminology, deliverables, and processes.
- In-depth knowledge of the RFP and proposal development process.
- Proficient in Microsoft Office Suite and Adobe Creative Suite, including InDesign (Photoshop and Illustrator a plus).
- Experience with a CRM and basic business management skills preferred.
