Position Title: Fixed Asset Manager
Reports to: Assistant Superintendent
SUMMARY: Responsible for overseeing and coordinating the fixed asset management function of capital and controlled assets. Provides professional supervision in acquiring, tracking, controlling and disposing of the District’s fixed assets in a manner that safeguards and adheres to District policies and procedures as well as Federal and State guidelines.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Prepare schedules for Construction work in progress, construction work completed and annual schedules for additions, donations, retirements and transfers of capital assets.
- Supervises the maintenance of inventory balances to the general ledger and prepare all inventory control computer reports.
- Acts as District Textbook Procurement and Distribution Coordinator and uses current performance data to evaluate and updates textbook procurement processes.
- Demonstrates initiative in the enhancement of the inventory accounting system. Perform depreciation calculations for capital assets.
- Review and analyze or approve purchase orders, invoices, journal entries, transfers and any other transactions related to fixed asset accounting.
- Assist internal and external auditors in auditing capital and controlled assets.
- Reconcile the general ledger to ensure accounting reports are accurate and in compliance, including preparation of annual schedules for additions, donations, retirements and transfers.
- Develop, manage and implement District-wide policies, procedures and controls for capital and controlled assets and ensures compliance with them.
- Provide training to Fixed Asset Contacts at a minimum yearly on polices, procedures and the fixed assets management software.
- Assists in developing, implementing, and evaluating control and procurement
- practices and procedures.
- Works closely with school principals, District staff, and Textbook Coordinator to
- provide support and services in assigned areas.
- Conducts physical inventories of assets and maintains accurate records of their location, condition, and value in order to reconcile data with the fixed assets management software and accounting software.
- Implements and maintains a fixed asset inventory process, including recommendations for disposals, retirements, useful life assignments and depreciation schedules.
- Oversees the physical transfer of assets and the disposal of surplus and obsolete items, including coordinating auctions and verifying proceeds.
- Ensures significant inventory discrepancies are investigated and resolved.
- Ensures inventory tags are affixed and maintained according to guidelines. Maintains a supporting ledger (i.e., buildings, land and improvements other than buildings).
- Determines if assets should be classified as a grouped asset and records accordingly.
- Makes disposal/replacement planning decisions based on remaining useful life, repair costs, severity of condition and total utilization of assets.
- Supervises the Surplus/Courier position.
- Supervises the Fixed Asset Contacts at each school location and the Facilities Maintenance Services department.
- Maintains record of Capital Funding Requests.
- Approves and processes Capital Funding requests as delegated.
- Additional duties as assigned by the supervisor.
REQUIRED QUALIFICATIONS:
- Bachelors Degree from an accredited educational institution and a minimum of three years of experience.
- Qualifications may vary from the above requirements to such a degree as the Superintendent and Board determine is necessary and appropriate to ensure properly qualified personnel in each specialized assignment.
