JOB DESCRIPTION:


General Statement of Duties: Plans and implements the day-to-day support details of a department that oversees year-round care programs and recreation programs for children 5-11 years of age; does related work as required.


Distinguishing Features of the Class: An employee in this classification is responsible for creating, planning, and implementing year-round activities, recreation, and enrichment programs for early childhood and youth programs Work is performed under the supervision of an Early Childhood and Youth Programs Manager or Supervisor, who reviews work primarily based on results attained, feedback from department staff, committees, and direct observation. Supervision is not normally a responsibility of positions in this classification; however, incumbents are responsible for recruiting and making recommendations regarding the hiring and training of early childhood and youth program staff, and for observing their performance and providing input to their immediate supervisor when assigned.


Examples of Essential Duties Performed: (Illustrative only. Any single position of a class will not necessarily involve all of the duties listed, and many positions will involve duties that are not listed.)


  • Assist in recruiting, hiring, training, and observing program staff. 
  • Provide staff performance input to the early childhood and youth program Supervisors. 
  • May provide additional onsite staffing support to maintain childcare ratio regulations.  
  • Promote classes and activities by preparing activity calendars as well as internal programmatic resources. 
  • Create and coordinate the department’s program information for the program guide. Input program information into the district's registration software. 
  • Order, and purchase supplies required for program activities and events to be provided to site coordinators for distribution. 
  • Plan and schedule activities and staff directions for early childhood and youth programs as assigned.
  • Report cases of suspected child abuse to supervisor and contacts DHS-child welfare, as necessary.
  • Schedule substitutes for early childhood and school age programs.
  • Point person for contractors, volunteers and community partnership.
  • Utilize the district’s cost recovery methodology for the creation of recreation programs.


DESIRABLE QUALIFICATIONS:

  • Experience in creating recreation program lesson plans, program goals, objectives and outcomes.
  • Experience developing and delivering training related to youth before and after school care programming.
  • Strong interpersonal communication skills and ability to contribute as a team member in a fast-paced, diverse work environment.
  • Experience in utilizing a cost recovery methodology for the creation of recreation programs.
  • Comprehension of Oregon State childcare rules and regulations. 


Knowledge: Knowledge of behavior management of children, recreational and educational activities for children, special events planning, promotion of programs, record keeping, and general office procedures and practices; knowledge of computers and basic word processing.


Skills: Excellent verbal and written communication skills; interpersonal and customer service skills; organizational skills; and attention to detail. Excellent time management skills with a proven ability to meet deadlines. Strong analytical and problem-solving skills. Proficient with Microsoft Office Suite or related software, Google docs and spreadsheets.


Abilities: Communicate effectively both verbally and in writing; work successfully with children, parents, teachers, school administrators, coworkers, and supervisors; work independently; act calmly and effectively in emergency situations.



Physical Demands of the Position: While performing the duties of this position, the employee is frequently required to sit, stand, bend, reach, and manipulate objects. The position requires mobility including the ability to move materials weighing up to 35 pounds on a regular basis such as boxes/bags of activity materials, snack foods, stacking tables and chairs, etc.  Manual dexterity and coordination are required over 75% of the work period while working with children in activities. The employee will likely spend over 85% of the work period indoors, and exposure to temperature extremes is very minimal. Exposure to loud noise is low, and never requires ear protection. Personal Protective Equipment: Nitrile gloves for the administration of first aid 


Minimum Experience and Training: High school graduation or equivalency and four years of experience in community education, parks and recreation, or related area which included working closely with children and the general public; or any satisfactory combination of experience and training which demonstrates the knowledge, skills, and ability to perform the above-described duties.


Preferred Experience and Training: Bachelor’s degree in early childhood, recreation management, child development, or a related field, and two years of progressively responsible experience in a child care, community education, recreation setting, or related area; or any satisfactory combination of experience and training which demonstrates the knowledge, skills, and ability to perform the above-described duties. Valid CPRP from the National Recreation Park Association. Spanish speaking is preferred; a bilingual rate adjustment is contingent upon passing a proficiency test. 


Necessary Special Requirements: Possession of or ability to obtain current First Aid and CPR/AED certificates; possession of or ability to obtain a valid Oregon driver’s license, and other AFS/DHS required reporting requirements as defined on the Oregon Registry. Completion of Oregon DHS trainings; Introduction to Childcare Health and Safety (ICCHS) and Recognizing and Reporting Child Abuse and Neglect (RRCAN) within first 30 days of employment. Because this job is considered safety sensitive, a drug screen test will be required prior to employment.




ADDITIONAL INFORMATION:


Hours/Shifts

Monday - Friday 9am-5pm, monthly Tuesday night meetings 6:30-8:30pm

Willamalane Park and Recreation District determines starting pay based on the applicant's relevant education, experience and training within the wage and salary range for the position. This process is consistent with Oregon pay equity laws

  • Paid vacation leave upon completion of probationary period, which is the 1st of the month following at least 6 months from hire date. Vacation leave benefits will accrue starting at the date of hire/eligibility and are based on years of service.
