BUILDING MAINTENANCE SPECIALIST III

JOB DESCRIPTION: 



General Statement of Duties: Performs advanced skilled maintenance, repair, construction, and facility operations work while serving as the lead worker for Building Maintenance Specialists, Structures Specialists, and seasonally hired employees. Coordinates daily work assignments, provides technical guidance and training, ensures work quality and safety standards, and serves as the primary field resource for maintenance and construction activities. Performs related work as required.  


Distinguishing Features of the Class: An employee in this classification serves as the lead worker for the district's Facilities and Structures maintenance teams. The employee performs the most complex and technically advanced maintenance, repair, and construction assignments while coordinating daily field operations. Responsibilities include assigning and monitoring work, providing technical instruction, ensuring compliance with safety standards, coordinating contractors, and assisting with planning and scheduling. Employees in this classification must demonstrate expertise and specialized training in one or more specific areas of maintenance, as specified below.



This position does not perform supervisory functions such as hiring, discipline, performance evaluations, or budget authority, but exercises significant independent judgement in coordinating work and resolving field issues. Work is performed under the general direction of the Facilities and Fleet Operations Manager or Maintenance & Construction Supervisor and is reviewed primarily through completed projects and operational results. 


Examples of Essential Duties Performed: (Illustrative only. Any single position of a class will not necessarily involve all of the duties listed, and many positions will involve duties that are not listed.)


  • Provide day-to-day leadership and work coordination for Building Maintenance Specialists, Structures Specialists, seasonal employees, and volunteers.
  • Plan, prioritize, assign, and monitor daily work assignments to meet operational priorities. 
  • Coordinate emergency maintenance responses and adjust work assignments as operational needs change.
  • Perform advanced maintenance, troubleshooting, repair, and construction involving building systems, HVAC equipment, plumbing, electrical systems, carpentry, concrete and asphalt, playgrounds, and park infrastructure.  
  • Serve as the district's technical resource for complex maintenance issues. 
  • Inspect completed work to ensure compliance with district standards, codes, and safety requirements.
  • Train employees on maintenance procedures, equipment operation, safety practices, and CMMS processes.  
  • Assist supervisors with workforce scheduling, project planning, estimating labor and materials, and establishing work priorities.
  • Coordinate work with contractors and vendors and verify work quality.
  • Assist with project management including scheduling, procurement, inspections, and project closeout. 
  • Monitor inventories of parts, tools, and supplies and make purchase recommendations as needed. 
  • Develop scopes of work and assist in obtaining quotes for maintenance and construction projects. 
  • Maintain accurate maintenance records, inspections, asset information, labor reporting, and project documentation within the district's CMMS. 
  • Ensure compliance with OSHA regulations, district safety policies, lockout/tagout procedures, confined space requirements, chemical handling and other applicable regulations. 
  • Serve as acting field lead during supervisor absences. 
  • Respond to emergency call-backs and after-hours facility emergencies.
  • Perform other related duties as assigned.



DESIRABLE QUALIFICATIONS:


Knowledge: Advanced knowledge of commercial building maintenance and repair; mechanical, electrical, plumbing, HVAC, and building automation systems; general construction methods and building codes; preventive and predictive maintenance programs; playground safety standards; construction estimating and project coordination; asset management and CMMS software; OSHA safety regulations and safe work practices; purchasing and inventory management. 


Skills: Leadership and team coordination; Technical troubleshooting; project planning and organization; effective communication and conflict resolution; rereading blueprints, specifications, and technical manuals; computer proficiency including CMMS, Microsoft Office, and building automation systems. 


Abilities: Lead and coordinate multiple employees on simultaneous assignments; organize and prioritize competing work demands; make sound decisions independently; train and mentor employees; develop effective working relationships with staff, contractors, vendors, the public; prepare estimates, reports, and documentation; and maintain accurate records. 


Physical Demands of the Position: While performing the duties of this position, the employee is frequently required to bend, twist, kneel, stoop, crouch, often in conjunction with reaching for and manipulating objects and cleaning equipment. This position requires the employee to be standing/walking for over 75% of the work period. The position requires mobility including the ability to move materials weighing up to 50 pounds on a regular basis such as boxes, bags, small equipment and may occasionally require the employee to move materials heavier than 100 pounds with the assistance of a dolly or cart. Manual dexterity and coordination, including but not limited to grasping and squeezing, are required for the vast majority of the work period. Work is most always performed outdoors, thus exposure to temperature or weather extremes is likely. Exposure to loud noise is moderate and occasionally requires the use of ear protection. Personal Protective Equipment: Position requires the use of chemical resistant/liquid-proof gloves, ear protection, Chem-Guard goggles, safety glasses; when cutting, grinding, sanding. Particle Mask; when dusting and other tasks where needed. Closed-toe, rubber soled shoes at all times. 



Minimum Experience and Training: Equivalent to a high school diploma plus three years of progressively responsible experience in commercial building maintenance, facility operations, construction, or a closely related field; Minimum of two years serving in a lead worker, project lead, or senior technical role; any satisfactory combination of education and experience demonstrating the knowledge, skills, and abilities required. 

 

Preferred Experience and Training: Four years of progressively responsible experience in commercial building maintenance, facility operations, construction, or a closely related field; Four years serving in a lead worker, project lead, or senior technical role; Oregon Limited Maintenance Electrician License; Certified Playground Safety Inspector (CPSI); Certified Pool Operator (CPO) or Aquatic Facility Operator (AFO); Oregon Backflow Assembly Tester Certification; HVAC certification; Construction Management or Building Science degree; OSHA 30-Hour Certification; Project Management training. Spanish speaking is preferred; a bilingual rate adjustment is contingent upon passing a proficiency test.


 

Necessary Special Requirements: Possession of or ability to obtain a valid Oregon driver’s license with a safe driving record and if hired, maintain a driving record that meets the district's safe driving matrix. Because this job is considered safety sensitive, a drug screen test will be required prior to employment.

Hours/Shift

Typically, Monday-Friday 7:00am - 3:30pm; may vary.

Willamalane Park and Recreation District determines starting pay based on the applicant's relevant education, experience and training within the wage and salary range for the position. This process is consistent with Oregon pay equity laws
