planning, environmental, design, and construction for two federally

Airport Capital Projects and Development Manager will work strategically

with Department leadership to define potential capital improvement

projects, determine funding sources for these projects, and support

The Airport Capital Projects and Development Manager oversees the

planning, design, construction, and environmental considerations of

airport modernization, rehabilitation, and new construction projects.

This senior management position administers contracts, manages

consultant and contractor teams, and ensures compliance with federal,

state, and local regulations in support of Division objectives, which

include Airport Infrastructure, Planning & Development, and

Sustainability.

• Airport Infrastructure:** Provide and maintain infrastructure that
  
  

supports operations and positions the Department for growth. Expand

capacity, improve safety, and enhance services for our employees and

customers.

• Planning & Development:** Maintain comprehensive plans to guide future
  
  

airport development that allows the Department to evolve in an efficient

and financially prudent manner.

• Sustainability & Utilities:** Identify opportunities to enhance the
  
  

Department\'s ability to provide utility services to tenants and

customers, including increasing our capacity to support future demand.

Identify and incorporate new technologies, practices, and products into

infrastructure projects to extend useful life.

Assists the Director of Airports with the development of capital

improvement projects, prioritization of facility/pavement/infrastructure

needs, and collaborates with other Divisions to define objectives,

budgets, and timelines of both vertical and horizontal multi-discipline

projects.

Coordinates with various Divisions to determine project scope, gathers

and prepares information regarding design, specifications, materials,

equipment, deliverables, estimated budget, and timeline to achieve

completion of modernization, rehabilitation, and/or new construction

projects.

Administers contracts for project development work, as well as leading

in the selection process. Recommends approval of the work to Director

and Department leadership.

Supervises and assists in the development and submittal of grant

applications. Supervises grant administration, which may be done in

concert with other Department administrative staff.

Oversees teams of consultants and contractors for various projects,

including airside and landside at both airports, and directs projects

from conception to completion.

Coordinates with stakeholders, consultants, and contractors in the

administration of construction contracts and ensures that periodic

on-site progress inspe tions for contract compliance are conducted.

Monitors project budget and schedules to ensure appropriate actions are

implemented to achieve successful project completion and/or grant

compliance.

Communicates with internal and external stakeholders on proposed and

existing projects; meets with focus groups, technical committees, and

public agencies to introduce and discuss project plans, generate

support, and encourage participation by sharing project goals and

purposes.

Compiles and maintains land records, parcel development drawings,

financial records, reports, and various other forms of pertinent

information in an organized and professional manner as mandated by

policy and regulations. Where appropriate, develop internal policies and

procedures for the retention and disposition of records.

Prepares clear, concise, and comprehensive written reports and provides

explanations through the use of plans, drawings, graphics, spreadsheets,

and other communication methods to audiences of varying familiarity.

Effectively communicates both verbally and in writing, including the

preparation of contracts, schedules, expenditures, and project reports.
