Property Manager – Affordable Housing (LIHTC / HOME)
Position Summary
The Property Manager is responsible for overseeing the daily operations of two small multifamily affordable housing communities operating under the Low-Income Housing Tax Credit (LIHTC) and HOME programs. This role ensures that all aspects of property management, regulatory compliance, resident relations, and building operations are conducted in accordance with company policies, lease agreements, and federal and state housing regulations.
This position requires strong organizational skills, attention to detail, and the ability to maintain a safe, compliant, and well-managed residential community.
Key Responsibilities
Property Operations
- Oversee daily operations of assigned multifamily apartment communities
- Maintain a safe, clean, and professionally managed property environment
- Ensure property curb appeal and overall building condition are consistently maintained
Compliance & Leasing
- Process rental applications and complete income eligibility verification in accordance with LIHTC and HOME program requirements
- Ensure all applicants meet program eligibility requirements prior to move-in
- Maintain accurate and complete resident files and compliance documentation
- Perform annual recertifications for all residents as required by program guidelines
- Maintain compliance with state housing authority and investor requirements
Resident Relations
- Enforce lease agreements and community policies
- Address resident concerns and complaints in a timely and professional manner
- Issue lease violations when necessary
- Maintain consistent, professional communication with residents
- Ensure Fair Housing regulations are applied consistently in all interactions
Rent Collection & Financial Oversight
- Ensure timely collection of rent and other charges
- Monitor delinquency and follow company procedures for collections and repayment agreements
- Initiate and process evictions when necessary, in accordance with company policy and local laws
- Maintain accurate financial records related to resident accounts
Property Inspections
- Conduct routine unit inspections and property walk-throughs
- Identify lease violations, safety concerns, and maintenance issues
- Ensure units and common areas meet company standards
Maintenance Coordination
- Work closely with maintenance staff to ensure:
- Resident work orders are addressed promptly
- Preventative maintenance is completed on schedule
- Property appearance and functionality are consistently maintained
- Monitor vendor and contractor work as needed
Qualifications
Required
- Previous experience in multifamily property management
- Knowledge of LIHTC and/or affordable housing programs
- Strong understanding of Fair Housing regulations
- Ability to manage multiple responsibilities in a fast-paced environment
- Strong organizational and communication skills
- Basic accounting and recordkeeping skills
Preferred
- Experience with Yardi property management software
- Experience with LIHTC compliance and annual recertifications

Work Environment & Travel Requirements
This position is based in-person in Casper, Wyoming, with office work and administrative responsibilities performed on-site. The role also requires weekly travel to property locations in Guernsey and Torrington, Wyoming to conduct inspections, oversee operations, and support residents and staff.
The position combines office-based work with regular on-site property visits and resident interaction.
Pay: $20.00 - $22.00 per hour
